Quality Control Manager – Transportation Construction

Property & Environmental Management, Inc. is seeking an experienced Quality Control Manager to support a complex transportation-related construction project in Washington, DC. This position is a key project leadership role responsible for establishing, implementing, and maintaining the project Quality Management System and ensuring work is performed in accordance with approved plans, specifications, contract requirements, applicable codes, and quality procedures.
The ideal candidate will have strong construction QA/QC experience, transportation-sector project experience, and the ability to manage quality documentation, inspection/testing coordination, audits, nonconformance tracking, corrective actions, and owner-facing quality communications in a fast-paced design-build environment.
Key Responsibilities
- Establish, implement, and maintain the project Quality Management System and Quality Control Plan.
- Serve as the project’s primary quality representative for construction quality matters.
- Coordinate with the project team, owner representatives, jurisdictional authorities, subcontractors, suppliers, independent testing agencies, and inspection personnel.
- Oversee onsite and offsite inspections, testing, quality audits, and quality documentation.
- Develop and maintain inspection and test plans, quality procedures, audit schedules, quality reports, nonconformance reports, and corrective action tracking.
- Verify that work is performed in accordance with approved issued-for-construction drawings, specifications, submittals, project requirements, and applicable codes.
- Support document control, submittal coordination, quality records, product traceability, and inspection status tracking.
- Review testing and inspection results and ensure deficiencies are documented, communicated, corrected, and closed.
- Provide quality input for monthly progress reporting and payment support documentation.
- Maintain authority to stop work when quality requirements are not being met.
- Promote a culture of accountability, compliance, and right-first-time execution across the project team and subcontractors.
Minimum Qualifications
- Minimum of 10 years of related experience in a design and construction environment.
- Minimum of 5 years of experience on transportation, transit, rail, infrastructure, or similarly complex public-sector construction projects.
- Minimum of 5 years in a management role performing QA/QC auditing.
- ISO 9001 Lead Auditor training from a recognized registrar/accreditation body is required.
- Familiarity with Federal Transit Administration quality requirements is strongly preferred.
- Demonstrated experience implementing construction Quality Management Systems and project-specific Quality Control Plans.
- Experience coordinating with owners, agencies, inspectors, subcontractors, testing laboratories, and jurisdictional authorities.
- Strong working knowledge of construction documentation, inspections, testing, audits, nonconformance management, corrective actions, and quality records.
- Ability to work full-time on the project and maintain independent quality oversight.
Preferred Qualifications
- Experience with design-build transportation or infrastructure projects.
- Experience with public-sector, federal, municipal, transit, or agency-funded construction projects.
- Experience using Procore or similar project management/document control systems.
- Construction Quality Management certification, ASQ certification, or similar quality credential.
- Experience managing independent testing agencies and third-party inspection coordination.

- Strong coordination skills with field teams, project management, subcontractors, and owner representatives.

Work Environment
This role will support an active transportation-related construction project in Washington, DC. The position may require work in an operating public infrastructure environment, coordination with multiple stakeholders, and adherence to project safety, security, access, and documentation requirements.
Annual Pay: $90,000 - $95,000
