Build the People Function Behind a Growing Manufacturing Operation
Company, a subsidiary of a well-established international packaging manufacturer, is expanding its U.S. operations and seeking an experienced HR Manager to lead all Human Resources activities at our Southeastern Pennsylvania facility.

As the site's HR leader, you will be responsible for building and managing the HR function, partnering with leadership to recruit top talent, establish scalable processes, support employee engagement, and foster a high-performing culture. The ideal candidate has experience supporting manufacturing environments, thrives in a hands-on role, and enjoys building processes from the ground up.
This position will initially serve as a stand-alone HR function and will play a critical role in supporting the company's planned growth from a small startup operation to a larger manufacturing workforce.
Key Responsibilities
Talent Acquisition & Workforce Planning
· Lead full-cycle recruitment for hourly manufacturing employees and salaried staff.
· Develop and execute hiring strategies to support ongoing operational growth.
· Manage candidate sourcing, screening, interviewing, offer generation, background checks, and onboarding.
· Build workforce pipelines to meet production and staffing demands.
· Partner with leadership on workforce planning and organizational development initiatives.
HR Operations & Compliance
· Establish and maintain HR processes, policies, and procedures.
· Ensure compliance with federal, state, and local employment laws and regulations.
· Administer onboarding, employee records, I-9 documentation, personnel files, and required reporting.
· Maintain employee handbook, workplace postings, and HR documentation.
· Support audits, investigations, and compliance reviews as needed.
Employee Relations & Culture
· Serve as the primary HR resource for employees and managers.
· Manage employee relations matters, coaching, investigations, corrective actions, and conflict resolution.
· Support employee engagement, retention, and culture-building initiatives.
· Conduct new hire orientation and ongoing policy training.
· Partner with supervisors and managers to address performance and workplace issues.
Training, Development & Safety Support
· Coordinate onboarding and employee training programs.
· Maintain training records and compliance documentation.
· Support plant leadership with safety initiatives and OSHA-related administrative requirements.
· Assist in developing scalable programs to support future growth.
Administrative & Office Support
· Oversee HR administration and employee support activities.
· Coordinate with outside vendors, service providers, and business partners as needed.
· Support office operations and employee-related administrative functions.
Qualifications
Required
· Bachelor's degree in Human Resources, Business Administration, or related field preferred.
· 5+ years of progressive HR experience in a manufacturing environment.
· Required experience supporting the packaging industry, including packaging manufacturing, converting, food-grade packaging, consumer packaging, or related operations.
· Experience recruiting and supporting a predominantly hourly workforce.
· Strong employee relations, compliance, and employment law knowledge.
· Proven experience leading onboarding and workforce growth initiatives.
· Ability to work independently as the primary HR professional for a site.
· Excellent communication, organizational, and problem-solving skills.
· Strong proficiency in Microsoft Office, particularly Excel.
Preferred
· Experience in a startup, greenfield, or rapidly growing manufacturing operation.
· Experience building HR programs, processes, and policies from the ground up.
· Experience scaling organizations and supporting workforce expansion.
· SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
· Experience supporting food-grade manufacturing environments.
