Position Summary
Unlimited Bounds Human Services (UBHS) is seeking an experienced and highly motivated
Residential Manager to oversee the day-to-day operations of our residential treatment program
serving adults with substance use disorders and co-occurring mental health conditions. The
Residential Manager is responsible for ensuring a safe, structured, and therapeutic living
environment while promoting client engagement, staff accountability, operational excellence, and
regulatory compliance.
The ideal candidate is a strong leader who can effectively manage residential staff, support client
retention efforts, resolve operational challenges, and collaborate with clinical and medical teams to
deliver exceptional care. This position requires a hands-on leader who thrives in a fast-paced
environment and is committed to helping individuals achieve long-term recovery.
Essential Duties and Responsibilities
Residential Operations Management
- Direct and oversee all daily residential program operations to ensure smooth and effectiveservice delivery across all shifts.
- Monitor residential activities and ensure programming is delivered according to UBHSstandards, treatment plans, and schedules.
- Ensure shift coverage is always maintained and proactively identify staffing needs to prevent service disruptions.
- Develop, manage, and adjust staff schedules while maintaining adequate staffing ratios and budget expectations.
- Conduct routine walkthroughs of residential facilities to assess safety, cleanliness, client engagement, and staff performance.
- Ensure proper communication between shifts through shift reports, pass-down logs, and team meetings.
- Respond to after-hours emergencies and provide leadership support during critical incidents as needed.
- Work collaboratively with leadership to develop strategies that improve operational efficiency, client satisfaction, and program outcomes.
Staff Supervision and Leadership
- Interview, onboard, and train Behavioral Health Technicians (BHTs) and other residential staff.
- Provide ongoing supervision, coaching, mentoring, and professional development opportunities to team members.
- Conduct regular performance evaluations and establish measurable performance expectations.
- Hold staff accountable for adhering to policies, procedures, documentation standards, and professional conduct expectations.
- Identify training needs and facilitate educational opportunities to improve staff competency and client care.
- Address employee performance concerns promptly through coaching, corrective action plans, and disciplinary processes when necessary.
- Foster a culture of teamwork, accountability, professionalism, and client-centered care.
- Lead regular staff meetings to communicate organizational priorities, policy updates, and performance expectations.
Client Care and Recovery Support
- Promote a recovery-oriented environment that supports client engagement, dignity, and respect.
- Monitor client participation in programming, groups, appointments, recreational activities, and recovery-oriented services.
- Support efforts to improve client retention and reduce Against Medical Advice (AMA)discharges through engagement, problem-solving, and relationship-building.
- Address client concerns, complaints, and grievances promptly while ensuring appropriate follow-up and resolution.
- Assist staff in managing challenging client behaviors using trauma-informed and de-escalation techniques.
- Partner with clinical and medical teams to coordinate care and ensure residential services align with treatment goals.
- Monitor compliance with house rules, program expectations, and safety protocols while maintaining a supportive therapeutic environment.
- Participate in treatment team meetings and provide feedback regarding client progress, barriers, and residential concerns.
Regulatory Compliance and Quality Assurance
- Ensure compliance with all Maryland state regulations, licensing requirements, accreditation standards, and organizational policies.
- Review and monitor documentation to ensure accuracy, completeness, and timeliness.
- Conduct routine audits of residential records, incident reports, shift logs, transportation logs, and client documentation.
- Ensure staff maintain required trainings, and compliance credentials.
- Investigate incidents, accidents, grievances, and policy violations and ensure appropriate reporting and corrective actions are completed.
- Collaborate with quality improvement teams to implement performance improvement initiatives.
- Maintain readiness for audits, inspections, and licensing reviews.
- Ensure adherence to confidentiality requirements, HIPAA standards, and client rights regulations.
Facility and Environmental Management
- Ensure a safe, clean, organized residential environment for clients and staff.
- Conduct routine facility inspections to identify maintenance, safety, and environmental concerns.
- Coordinate with maintenance vendors and contractors to ensure timely completion of repairs and facility improvements.
- Monitor inventory levels for household supplies, program materials, linens, food serviceneeds, and safety equipment.
- Monitor transportation resources, vehicle usage, and safety compliance when applicable.
Crisis Intervention and Risk Management
- Serve as a primary point of contact during facility emergencies and critical incidents.
- Respond effectively to behavioral crises, medical emergencies, client conflicts, and safety concerns.
- Support staff in implementing crisis intervention strategies and de-escalation techniques.
- Complete and review incident reports and ensure proper documentation of all events.
- Identify patterns of risk and implement preventative strategies to reduce future incidents.
- Collaborate with clinical leadership and executive management regarding significant client or operational concerns.
- Ensure emergency response procedures are consistently followed and practiced through drills and staff training.
Community and Stakeholder Collaboration
- Foster positive relationships with referral sources, community partners, and external service providers.
- Support admissions and outreach efforts by helping create a welcoming environment for prospective clients and families.
- Participate in leadership meetings, quality assurance committees, and organizational initiatives.
- Represent UBHS professionally at community events, meetings, and collaborative partnerships when assigned.
- Assist in the development and implementation of strategic initiatives designed to improve census growth, client retention, and service quality.
Qualifications
Required Qualifications
- Minimum of five years of experience in behavioral healthcare, residential treatment, mental health, or substance use disorder setting.
- Minimum of two years of supervisory or management experience.
- Demonstrated knowledge of substance use disorders, mental health disorders, recovery principles, and trauma-informed care.
- Strong leadership, organizational, conflict resolution, and problem-solving abilities.
- Excellent verbal, written, and interpersonal communication skills.
- Proficiency in Microsoft Office and electronic health record (EHR) systems.
- Valid driver's license and insurable driving record.
- Ability to successfully pass background screening and drug testing requirements.
Preferred Qualifications
Bachelor’s degree in human services, Social Work, Psychology, Healthcare Administration,
Behavioral Health, or a related field.
Experience managing residential treatment operations.
Knowledge of Maryland behavioral health regulations and licensing requirements.
CPR, First Aid, and Crisis Prevention Intervention (CPI) certifications.
Experience with CARF, Joint Commission, or state regulatory surveys.
Experience improving client retention, bed utilization, and operational performance metrics.
