Assistant Director for Agency Services
The Department of Administration's Executive Budget Office (EBO) is growing and are now seeking an experienced individual to serve as the Assistant Director for Agency Services. This is an opportunity to join state government with the team responsible for assisting the Governor’s Office in the development of the Executive Budget and oversight of the annual state budget for South Carolina. In this role you will assist the EBO Director in the performance of their statutory responsibilities.
This position is onsite in Columbia, SC.
Responsibilities of the Assistant Director for Agency Services:-
Provide technical assistance to all state agencies related to statewide financial management. Coordinate with staff to ensure the timely completion of national surveys and other requests for information and analysis.

Manage the annual Statewide Cost Allocation Plan, lead negotiations with federal cognizant agencies on indirect cost proposals and provide guidance to state agencies in proposal development and preparation.

Manage and develop processes and procedures to allow staff to adequately monitor state agency grant activities in compliance with applicable standards and assist agencies with grant management.

Oversee a performance measurement system that aligns state and agency goals with key metrics and benchmarks to assess program effectiveness, impact, and statutory accountability requirements.

Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.

Perform other related duties as assigned.
EXAMPLE OF DUTIES A bachelor's degree in an analytical discipline and three (3) years of experience in public budgeting and/or policymaking in the public sector, including two (2) years in a supervisory role.
Additional Requirements:-
Significant knowledge of major state and intergovernmental programs.

Knowledge of the structures, roles, and responsibilities of the various components of state government, and their interaction with their local, regional, and federal counterparts.

Experience offering testimony before legislative committees or in other public and potentially sensitive settings.

Experience with SAP and Business Objects or other comparable enterprise resource planning or data analytics tools.

Knowledge of standards and policy guidance related to public budgeting, accounting, and performance management, such as those issued by the National Association of State Budget Officers, Government Finance Officers Association, Government Accounting Standards Board, Association of Government Accountants, and other national organizations.

Experience with Microsoft Word and Excel.

Position may require employee to work evenings and weekends.

Position requires employee to report to work during emergency situations and hazardous weather events.
