Position Summary
The Treatment Director is the licensed clinical lead responsible for overseeing all therapeutic services provided to youth at Creighton Oaks Treatment Center (COTC). In accordance with 26 TAC §748.603, this role ensures that the treatment program is developed, implemented, and supervised by a qualified mental health professional. The Treatment Director provides trauma-informed, evidence-based clinical care while maintaining strict compliance with HHSC licensing standards, Medicaid documentation, and DFPS requirements. The position ensures the integration of therapeutic supports throughout the program and fosters interdepartmental collaboration to meet the holistic needs of youth in care.
Minimum Qualifications
- Master’s Degree in Social Work, Counseling, Psychology, or a related mental health discipline (Required)
- Must hold current and valid Texas licensure as an LPC, LCSW, LMFT, or equivalent mental health credential per TAC §748.603(a)(1)
- Must be at least 21 years of age per TAC §748.103
- Bilingual in English and Spanish preferred
- Must maintain good standing with licensing board and complete all continuing education requirements
Experience Requirements
- Minimum three (3) years of clinical experience providing therapeutic services to youth
- At least one (1) year of experience in a residential treatment setting is required
- Supervisory and training experience (minimum 2 years) strongly preferred
- Experience with CANS 2.0 assessments, trauma-informed care models (e.g., TBRI), and behavior intervention planning required
- Familiarity with community-based interventions, family therapy, and Medicaid-funded mental health services preferred
Key Responsibilities
Clinical Leadership & Therapeutic Services
- Provide individual, group, and family therapy as appropriate to support the youth’s treatment plan
- Complete and/or supervise CANS assessments, treatment plans, quarterly reviews, and discharge summaries in compliance with DFPS and Medicaid requirements
- Participate in youth admission decision-making based on clinical assessments and suitability for placement per agency criteria and TAC §748.1213
- Provide crisis intervention, clinical risk assessments, and emergency mental health support as needed
- Ensure timely documentation of all clinical encounters, interventions, and treatment outcomes in the youth’s record per TAC §748.1351–§748.1363
Program Oversight & Compliance
- Develop and monitor implementation of treatment services consistent with the agency’s mission and TAC Subchapter H
- Approve and monitor all behavioral interventions, including disciplinary actions, behavior support plans, and room restrictions, in alignment with youth rights and TAC §748.1501–748.1507
- Ensure the integration of therapeutic strategies into daily programming, education, and case management
- Lead or co-facilitate therapeutic groups aligned with identified treatment goals such as emotional regulation, trauma recovery, or healthy relationships
- Participate in and contribute to treatment team staffings, clinical planning meetings, and family consultation sessions
Supervision, Training & Consultation
- Supervise and support clinical staff and provide consultation to case managers, medical staff, and direct care staff regarding therapeutic interventions
- Train staff in therapeutic approaches, behavior management, trauma-informed care, and youth engagement strategies
- Ensure that staff receive training required under TAC §748 Subchapter D (Training Requirements), especially in areas of emergency behavior intervention and mental health awareness
Stakeholder Collaboration & Advocacy
- Serve as the clinical liaison for families, caseworkers, school personnel, and external treatment providers
- Advocate for appropriate services, accommodations, and supports for youth in external systems (e.g., schools, courts, DFPS)
- Represent the program in professional forums, including DFPS staffing meetings, Medicaid utilization reviews, and licensing audits
Quality Assurance & Documentation
- Participate in internal audits, HHSC inspections, and other monitoring activities related to treatment service delivery
- Collaborate with the Quality Assurance Manager to ensure documentation accuracy, treatment fidelity, and adherence to outcome measures
- Maintain confidentiality in accordance with HIPAA and TAC §748.1361 and all professional ethical standards

Work Environment & Conditions
- Office, therapy rooms, and residential facility settings; moderate physical activity including walking across campus
- May require on-call availability for clinical emergencies and occasional evening or weekend hours
- Must be able to respond promptly to on-site incidents involving youth mental health or safety concerns
