Position Overview
We are seeking a qualified Shipyard Competent Person to support safety, compliance, and operational oversight within a maritime and industrial shipyard environment in San Diego, CA. This role is responsible for conducting inspections, atmospheric testing, and safety evaluations in accordance with OSHA 29 CFR 1915 standards to ensure safe working conditions for personnel performing hot work, confined space entry, and other ship repair or industrial operations.
The ideal candidate will have strong knowledge of shipyard safety regulations, experience utilizing gas detection and atmospheric testing equipment, and the ability to communicate effectively with employees, supervisors, subcontractors, and safety personnel across the shipyard environment.
Key Responsibilities
- Conduct inspections of tanks, confined spaces, and work areas to ensure compliance with OSHA shipyard safety regulations under 29 CFR 1915.
- Perform atmospheric testing utilizing oxygen indicators, combustible gas indicators, carbon monoxide indicators, and carbon dioxide indicators.
- Interpret test results accurately and determine whether spaces are safe for entry and/or hot work activities.
- Review hot work requests and inspect work areas to approve or deny hot work operations.
- Maintain and update Competent Person Records of Tests and Inspections.
- Document conditions and findings on Daily Competent Person Reports.
- Post and maintain Marine Chemist Certificates and daily inspection reports on designated Competent Person Boards.
- Perform daily calibration checks and functional testing of gas detection equipment.
- Conduct safety compliance inspections throughout the shipyard and document corrective actions or deficiencies.
- Coordinate with Marine Chemists, Certified Industrial Hygienists, supervisors, and safety personnel regarding hazardous conditions and compliance requirements.
- Ensure all inspections and documentation are completed accurately and in accordance with OSHA and shipyard safety standards.
Required Qualifications
- High School Diploma or GED required.
- Certified NFPA Competent Person certification required.
- Working knowledge of OSHA 29 CFR 1915 Subparts B, C, D, and H.
- Ability to inspect, test, and evaluate confined spaces and industrial work environments.
- Experience using and calibrating atmospheric monitoring and gas detection equipment.
- Ability to maintain detailed records and safety documentation.
- Strong communication skills with the ability to interact effectively across multiple levels of personnel and management.
- Basic computer proficiency including Microsoft Word, Excel, and PowerPoint.
- Ability to understand and follow written and verbal instructions from Marine Chemists, Coast Guard authorized personnel, and Certified Industrial Hygienists.
Preferred Qualifications
- Previous experience supporting shipyard, maritime, NAVSEA, or industrial operations.
- Bilingual in English and Spanish preferred but not required.
- Experience working in defense or government-contracted environments is a plus.
Work Environment
- Industrial shipyard and maritime environments.
- Exposure to confined spaces, vessels, tanks, hot work areas, and active repair operations.
- PPE and adherence to strict safety protocols required at all times.
Pay: $35.00 - $36.00 per hour
