This position is responsible for performing a variety of duties related to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, permitting and other City planning data; ensures compliance with the City’s development standards, ordinances, GIS, and reports directly to the Chief Planner.
Class Characteristics: This is the full-performance exempt professional classification level.
Major Duties:
- Performs advanced professional work related to a variety of planning assignments;
- Assists City staff in the enforcement of local ordinances and in interpreting city codes and comprehensive plans;
- Participate in the research analysis, and interpretation of social, economic, population and land use data trends;
- Assists in the development and implementation of zoning, subdivision regulations, capital improvement plans, land use plans, annexation studies, and other plans, studies, and codes to meet the City's needs;
- Coordinates city planning activities with other City divisions, departments and outside agencies as needed;
- Attend a variety of meetings, including Planning & Zoning Board meetings, Council and predevelopment meetings;
- Advise and confer with architects, builders, contractors, attorneys, engineers and the general public regarding City development policies, standards, and guidelines;
- Evaluates land use proposals for conformity to established plans and ordinances;
- Evaluates the development impact of proposals as they relate to the adopted codes and plans of the City and prepares reports and makes recommendations;
- Interpret project compliance with city plans, ordinances and codes;
- Organizes and administers research studies, conducts analyses and prepares reports/recommendations regarding land use, infrastructure improvement, environmental requirements and other matters;
- Prepare staff reports and graphic displays;
- Facilitates and provides input pertaining to neighborhood planning initiatives, sites and master plans and design guidelines;
- Participates in the comprehensive planning development and revision process;
- Assists in preparing and administering planning grant applications;updates plans for compliance with federal, state and other applicable regulations;
- Serves as primary City liaison with local, county, regional and state boards and committees;
- Performs related duties as required.

- Ability to instruct others in work procedures and provide specific project direction;
- Ability to interpret and understand engineering and architectural plans, concepts and methodologies;
- Ability to interpret maps, site and building plans and specifications, graphs and statistical data;
- Ability to perform responsible and complex long-term planning, environmental planning and capital improvement projects;
- Ability to prepare clear and concise technical documents, reports, correspondence and other written materials, including staff reports to the City Council and other boards/committees;
- Well-developed knowledge of one or more planning disciplines, such as urban design, affordable housing, economic development or land use;
- Ability to provide effective supervision and staff management;
- Ability to research, analyze and summarize planning data both manually and with computer programs;
- Ability to understand and apply those aspects of federal, state and local laws, regulations, policies, procedures and standards pertaining to the planning process;
- Knowledge of application of land use, physical design, economic, environmental, and/or social concepts to the planning process;
- Knowledge of city, state and federal laws and regulations pertaining to land use, environmental impact and municipal capital improvements;
- Knowledge of community trends and market analyses techniques;
- Knowledge of implementation of state, regional and municipal ordinances;
- Knowledge of local government organization and the functions and practices of a municipal planning unit;
- Knowledge of math concepts, including statistical analysis techniques and formulae relevant to the planning process;
- Knowledge of methods used in developing information for advance planning and capital improvement projects;
- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications and GIS;
- Knowledge of terminology, symbols, methods, techniques and instruments used in planning.
Minimum Qualifications: Bachelor’s degree in urban planning, city planning, geography, architecture or a closely-related field supplemented by four (4) years of professional municipal planning experience equivalent to that of an Assistant Planner or Senior Planner in city planning; Master’s degree desirable; post-graduate planning education may be substituted for the required experience on a year-for-year basis; Excellent interpersonal skills, Excellent oral and written communications skills, supervisory experience may be required or preferred. AICP Certification is preferred and a valid State of Georgia Driver’s License.
