In this role, you will lead human-centered design activities, applying user research, journey mapping, prototyping, usability testing, and service design principles to create intuitive, accessible, and effective solutions that support CMS mission needs, digital modernization, and improved user experiences.
This is a mostly a remote position with some on-site requirement, offering flexibility and the opportunity to collaborate with a diverse team of talented professionals committed to technical excellence and meaningful impact.
NOTE: This position is contingent upon contract award.

What We’re Looking For
The Human-Centered Design Subject Matter Expert (HCD SME) serves as the lead for planning, executing, and integrating human-centered design practices across CMS initiatives. The HCD SME works closely with CMS program leadership, product owners, business stakeholders, technical teams, and end users to ensure solutions are designed around real user needs, workflows, behaviors, and mission objectives.
The HCD SME provides strategic guidance on user research, persona development, journey mapping, service design, prototyping, usability testing, accessibility, and continuous experience improvement. The HCD SME facilitates collaboration across multidisciplinary teams and translates user insights into actionable requirements and design recommendations. This role is responsible for helping deliver intuitive, accessible, and user-centered solutions that support CMS digital modernization, healthcare data and analytics initiatives, interoperability, business process improvement, and enterprise transformation.
Responsibilities and Contributions:
- Lead Human-Centered Design activities throughout the product and system development lifecycle.
- Apply Centers for Medicare & Medicaid Services (CMS) HCD experience.
- Apply USDS digital services playbooks experience.
- Plan and conduct user research, stakeholder interviews, contextual inquiry, workshops, and usability testing.
- Develop personas, user journeys, empathy maps, service blueprints, workflow maps, and experience maps.
- Identify user pain points, unmet needs, barriers, and opportunities for improving CMS business processes and digital services.
- Translate research findings into user needs, requirements, design recommendations, and prioritized product improvements.
- Facilitate HCD workshops and collaborative design sessions with CMS stakeholders, product owners, business analysts, developers, data teams, and leadership.
- Develop wireframes, prototypes, concepts, and interaction designs to rapidly validate solutions with users.
- Apply HCD principles to CMS dashboards, analytics platforms, enterprise applications, portals, and data-driven products.
- Define and track user-experience measures such as task completion, time to insight, usability, adoption, accessibility, satisfaction, and discoverability.
- Collaborate with Agile product teams to incorporate user feedback into product backlogs, epics, features, and user stories.
- Ensure solutions comply with Section 508 accessibility requirements and applicable federal digital experience standards.
- Support continuous discovery and iterative improvement based on user feedback, analytics, and usability findings.
- Communicate HCD findings and recommendations effectively to both technical and non-technical CMS stakeholders.
Qualifications:
- Bachelor’s degree in Human-Computer Interaction, UX Design, Psychology, Information Systems, Design, or a related discipline.
- 5+ years of experience in Human-Centered Design, UX research, service design, or user experience.
- Demonstrated experience supporting CMS programs, systems, or digital modernization initiatives.
- Experience with CMS HCD practices.
- Experience with the U.S. Digital Services Playbook and federal digital-service design practices.
- Strong understanding of federal government and CMS stakeholder environments.
- Experience conducting user interviews, usability testing, journey mapping, persona development, and design workshops.
- Experience translating qualitative and quantitative research into actionable recommendations.
- Experience working within Agile/Scrum and multidisciplinary product teams.
- Knowledge of Section 508, accessibility, and inclusive design practices.
- Strong facilitation, communication, presentation, and stakeholder-management skills.
