Integral Youth Services is seeking an experienced and compassionate Youth Programs Manager to oversee our youth residential and shelter-based programs serving youth ages 10–17. This position provides leadership and supervision for programs serving runaway and homeless youth, community respite participants, foster youth, justice-involved youth, and other vulnerable young people in need of a safe and supportive environment.
The Youth Programs Manager serves as the primary on-site leader for youth residential services and is responsible for program operations, staff supervision, crisis response, regulatory compliance, and maintaining a safe, structured, trauma-informed environment for youth participants.
Key Responsibilities
- Oversee the daily operation of the youth shelter.
- Supervise, train, schedule, and support a team of Peer Counselors.
- Respond to youth crises, behavioral incidents, safety concerns, and program emergencies.
- Ensure compliance with agency policies, licensing requirements, grant obligations, and program standards.
- Coordinate admissions, discharges, program activities, and youth support services.
- Collaborate with case management, peer support, and leadership staff to support positive youth outcomes.
- Participate in hiring, onboarding, coaching, and performance management of staff.
- Serve as the primary on-call manager and provide shift coverage when necessary.
Qualifications
Required:
- Minimum three (3) years of experience working with at-risk, homeless, runaway, foster, juvenile justice-involved, behavioral health, residential, shelter, crisis-affected, or similarly vulnerable youth populations.
- Minimum two (2) years of supervisory, leadership, or program coordination experience in a youth-serving environment.
- Experience supporting youth experiencing trauma, behavioral challenges, family conflict, housing instability, emotional dysregulation, and crisis situations.
- Strong leadership, communication, organizational, and problem-solving skills.
- Valid Oregon Driver's License and ability to meet agency insurance requirements.
Preferred:
- Bachelor's Degree in Social Work, Psychology, Human Services, Counseling, Criminal Justice, Education, or a related field.
- Experience in RHY, shelter, foster care, DHS, OYA, community respite, juvenile justice, behavioral health, or residential programming.
- CPR/First Aid, CPI, Handle With Care, or similar crisis intervention training.
Schedule
This is a full-time hourly position. Schedule flexibility is required. The Youth Programs Manager serves as the primary on-call manager for youth programs and must be available to respond to after-hours incidents, emergencies, staffing needs, and youth crises when necessary.
