Billing/Budget Specialist (226 Days) -(RTP20260616-038)
Description
Manage and oversee all Medicaid billing operations to ensure accurate claim submission, reimbursement processing, provider enrollment, and maximum recovery of eligible funds for
Mental Health Services.

Serve as the departmental budget liaison by maintaining budgets, monitoring balances, deposits, encumbrances, expenditures, and projected funding needs, and preparing financial reports for leadership.

Administer and monitor all grants and contracts to ensure compliance with funding requirements, timely expenditures, and proper fiscal stewardship of department resources.

Coordinate provider credentialing and reimbursement activities with Texas Medicaid & Healthcare Partnership (TMHP), Beacon Health Options, North Texas Behavioral
Health, and other external agencies. -
Monitor, audit, and maintain billing, financial, enrollment, reimbursement, and benefits-related data to ensure accuracy, compliance, and operational effectiveness.

Serve as the Electronic Medical Record (EMR) Coordinator by developing procedures, troubleshooting system issues, training staff, and collaborating with system vendors and programmers to ensure efficient operations.

Analyze operating and financial results and provide recommendations to improve efficiencies, reduce costs, and support strategic decision-making within Mental Health Services.

Work directly with the Operations Manager to support departmental planning, new center development, community events, operational initiatives, and special projects.

Provide administrative and operational support by serving as backup for payroll, requisitions, Title I Crate coordination, and other departmental functions as needed.

Maintain confidentiality and ensure compliance with all District, State, federal, grant, and Medicaid regulations, policies, reporting requirements, and assigned duties.
Qualifications

High School Diploma or GED required.

Associate's Degree from an accredited university preferred.

Five years of direct clerical, accounting,billing, budgeting, or financial administrative experience required.

Demonstrates proficient skills in typing, word processing, data management, and financial
recordkeeping. -
Demonstrates advanced computer skills with Microsoft Office Professional Suite, including Word and Excel, and Oracle systems.

Demonstrates knowledge of Dallas ISD operations, administrative procedures, budgeting, billing, and financial management practices.

Demonstrates ability to develop, implement, organize, and present programs, processes, and reports.

Demonstrates strong written and verbal communication skills and the ability to work effectively with diverse audiences.

Demonstrates ability to maintain accurate records and prepare timely and accurate reports.

Demonstrates strong analytical, organizational, problem-solving, and interpersonal skills.
