We are seeking an experienced professional to lead our Workforce Development, Talent Acquisition, and Human Resources function.
This is not a traditional HR Manager position.

Position Summary
The Workforce Development, Talent Acquisition & HR Manager is responsible for ensuring Palmer Steel has the right people, in the right positions, at the right time to support the company's strategic objectives.
This position leads all recruiting, hiring, onboarding, employee development, and Human Resources activities while partnering closely with executive leadership and department managers.
The successful candidate will help build the workforce that drives Palmer Steel's future.
Primary Responsibilities
Workforce Planning
- Partner with department managers to identify staffing needs.
- Develop annual workforce plans.
- Forecast hiring needs based on production and company growth.
- Maintain succession plans for key positions.
- Develop workforce metrics and reporting dashboards.
Talent Acquisition
Lead all company recruiting activities.
Including:
- Indeed
- LinkedIn Recruiter
- Passive recruiting
- Employee referral program
- Trade schools
- Technical colleges
- Apprenticeship programs
- Career fairs
- Industry networking
- Community outreach
Develop and maintain an active pipeline of qualified candidates for both current and future staffing needs.
Hiring Process
Own Palmer Steel's hiring system.
Responsibilities include:
- Resume review
- Initial candidate screening
- Phone interviews
- Interview coordination
- Candidate scorecards
- Reference checks
- Employment offers
- Background checks
- Candidate communications
- Applicant tracking
Continuously improve the hiring process and reduce time-to-fill while maintaining high hiring standards.
Employee Onboarding
Coordinate and improve the company's onboarding program.
Responsibilities include:
- New employee orientation
- Employment documentation
- Benefits enrollment
- 30-, 60-, and 90-day follow-up
- New employee integration
- Retention initiatives
Workforce Development
Help develop Palmer Steel's future leaders.
Responsibilities include:
- Leadership development
- Career path planning
- Internal promotions
- Training coordination
- Mentoring programs
- Performance review process
- Employee recognition programs
Human Resources
Manage all Human Resources functions including:
- Employee relations
- Personnel files
- HRIS administration
- Benefits administration
- Leave administration (FMLA, ADA, etc.)
- Policy administration
- Employee handbook maintenance
- Employment law compliance
- Investigations
- Performance management support
- Workers' compensation coordination with Safety & Risk Management
Employer Branding
Strengthen Palmer Steel's reputation as an employer of choice.

- Trade school relationships
- Veteran recruiting initiatives
Executive Reporting
Develop monthly executive reports including:
- Open positions
- Hiring pipeline
- Time-to-fill

- Recruiting source effectiveness
- Workforce planning metrics
Qualifications
Required
- Minimum five years of progressively responsible Human Resources and Talent Acquisition experience.
- Experience recruiting manufacturing, industrial, construction, or skilled trades employees.
- Experience managing employee relations and HR administration.
- Strong interviewing and candidate assessment skills.
- Knowledge of federal and state employment laws.
- Excellent written and verbal communication skills.
- Strong organizational and project management skills.
- Ability to work effectively with executives, managers, supervisors, and employees.
- High degree of professionalism, confidentiality, and integrity.
Preferred
- Manufacturing experience.
- Structural steel, industrial, or construction experience.
- Experience recruiting welders, fitters, machine operators, maintenance technicians, and other skilled trades.
- Experience implementing workforce planning initiatives.
- Experience with LinkedIn Recruiter and modern applicant tracking systems.
- Bilingual (English/Spanish).
- SHRM-CP, SHRM-SCP, PHR, SPHR, or similar certification.
