POSITION SUMMARY: The Control Systems, SCADA, and Measurement Engineer is responsible for the operation, maintenance, enhancement, and lifecycle support of industrial control systems supporting liquid terminal operations. In addition to day-to-day operational support, this role executes and supports control system projects, providing technical leadership across control systems, measurement, instrumentation, and SCADA platforms. The position ensures safe, reliable, and compliant terminal operations, supporting systems from design and implementation through commissioning and ongoing operations.
Key Responsibilities
- Design, program, configure, and maintain PLC, SCADA, HMI, and related control systems across the full project lifecycle.
- Develop and maintain control philosophies, functional design specifications, control narratives, Cause & Effect diagrams, and system architecture documents.
- Support measurement systems, including custody transfer metering, flow computers, and associated instrumentation.
- Integrate field devices including instrumentation, analyzers, control valves, drives, ESD, and safety systems.
- Support field operations, including commissioning, startup, shutdown, performance testing, maintenance, and troubleshooting to minimize downtime.
- Maintain and update control system documentation, backups, network diagrams, and configuration management.
- Manage system changes through formal Management of Change (MOC) processes.
- Ensure compliance with applicable industry standards and regulations (API, ISA, IEC, IEEE, NFPA, OSHA).
- Support industrial networking and cybersecurity best practices, including OPC and secure system architectures.
- Coordinate with contractors, vendors, and system integrators, and collaborate with internal process, mechanical, electrical, operations, and maintenance teams.
Qualifications:
- Bachelor of Science in Control Systems, Electrical, Chemical, Mechanical, or Automation Engineering from an accredited university, preferred.
- A minimum of 5 years of experience in control systems, SCADA, and/or measurement engineering within energy, oil & gas, utilities, chemical, or heavy industrial environments. (10 years’ experience preferred)
- Advanced proficiency with Allen-Bradley ControlLogix PLCs, Studio 5000, and FactoryTalk View.
- Strong understanding of process control, PID tuning, alarm management, alarm rationalization, industrial instrumentation, hazardous area classifications, and intrinsically safe design.
- Knowledge of industrial networking, control system cybersecurity, and regulatory requirements.
- Strong troubleshooting, analytical, and communication skills, with the ability to work independently in field environments and collaboratively across multidisciplinary teams.

- Willingness to travel and work on-call or during non-standard hours for operational support
- Possess and maintain a valid driver's license with an acceptable driving record, including no major driving offenses within the past five (5) years.
- Hold a current Transportation Worker Identification Credential (TWIC) card or demonstrate the ability to obtain and maintain one as a condition of employment.
- Successfully complete all required pre-employment screenings, including but not limited to a criminal background check, physical examination, and drug screening.

Occasionally:
- Stand; walk; bend; crouch; kneel; balance; reach overhead; climb ladders, stairs, and terminal tanks; push, pull, grasp, lift, and carry up to 50 pounds.
- Work irregular hours, rotating shifts, or on-call schedules.
- Work in varying weather conditions and around hot or cold temperatures, electrical hazards, fall hazards (requiring the use of a safety harness), heavy machinery, sharp tools, excessive noise, vibration, dust, dirt, grease, oil, fumes, gases, and other industrial hazards.
- Maintain composure and professionalism in stressful or emotionally challenging situations
Frequently:
- Sit, walk throughout the terminal, perform repetitive hand and arm movements, keyboard/type, communicate verbally and in writing, and maintain eye-hand coordination.
- Wear required personal protective equipment (PPE), including respirators and uniforms, and work outdoors.
- Maintain concentration, remember details, make decisions, solve problems, perform mathematical calculations, distinguish colors, and accurately receive and communicate information.
- Travel periodically to Company facilities for project planning and execution, operational excellence initiatives, incident response, investigations, training, company events, and other planned or unplanned operational activities.
