Manager, Wholesale Power Operations

Position Summary
Deseret Power is the only generation and transmission cooperative operating in EDAM. We participate in CAISO/EDAM and SPP and manage transmission across four balancing authorities — PACE, NVE, LDWP, and SPP — on a lean desk with no layers between the work and the decision.
The Manager of Wholesale Power Operations owns the commercial, operational, and analytical work behind our wholesale activity across five areas: market operations and commercial management; physical operations and transmission; settlements and commercial accounting; forecasting, analytics, and decision support; and process improvement and governance.
The role reports to the Director of Power Marketing — who owns position limits, credit, counterparty relationships, and budget — with analyst support for recurring data, reporting, and settlement work. It executes underneath the desk head and is the primary backup when the desk head is unavailable.

Core Responsibilities1. Market Operations & Commercial Management
● CRSP allocation analysis against load, obligations, transmission, price, and expected market conditions
● Month-ahead coverage against EDAM Resource Sufficiency Evaluation (RSE) obligations
● Confirm generation adequacy to serve Deseret's obligations in each balancing authority
● Market position analysis — know where Deseret stands and where it should be
● Track price and market conditions across our hubs and use them to shape coverage
● Outage and derate coverage planning — when a unit is short, build the options, secure transmission, and execute with the desk head
● Monitor congestion economics and flag where flow exposure is affecting our margins
2. Physical Operations & Transmission Management
● Transmission rights administration for Deseret and its member cooperatives — OASIS postings, TSRs, rollovers, renewals, redirects, and TSOA
● Designated Network Resources (DNRs) and new or modified Points of Delivery (PODs), including system impact studies and inter-party coordination
● Scheduling and tag management across four balancing authorities — tag flows, physical flows, and resolving tag/schedule mismatches
● Coordinate outages and derates against schedules and positions
● Operational troubleshooting and imbalance support
3. Settlements & Commercial Accounting
● Own settlements end to end across energy bilaterals, SPP, EDAM/CAISO, PacifiCorp, and third parties; take discrepancies apart and resolve them to the interval
● Validate invoices across balancing authorities and transmission providers — purchase power, transmission, reserves, imbalance, and ancillary services
● Run monthly checkouts with counterparties and the ISO until volumes and prices tie out cleanly; nothing goes out the door unreconciled
● Manage the statement lifecycle (initial, recalculation, dispute) and file disputes before the window closes
● Coordinate with accounting on booking, accruals, and month-end close
4. Forecasting, Analytics & Decision Support
● Build and validate daily and monthly load forecasts — demand and energy — by balancing authority
● Monitor forecast accuracy and drift, and raise deviations early
● Construct meter and market data requests to ISO/RTOs and counterparties, with a clear understanding of what is being asked for and why
● Build and modify SQL queries against market, meter, and settlement data
● Build and maintain the reporting and dashboards the desk runs on
● Deliver decision-ready analysis to the desk head, not raw data — the forecast drives our position, budget, and strategy
5. Process Improvement & Governance
● Maintain expertise in applicable tariffs and business practices — the OATT and the CAISO/EDAM and SPP rules
● Identify workflow inefficiencies and implement automation and process controls
● Build and maintain internal controls so reconciliations and procedures are repeatable
● Support the compliance obligations that govern scheduling, settlement, and market participation
QualificationsRequired
● 5+ years in wholesale power markets — settlements, scheduling, trading support, or a related market function
● Direct experience across settlements, load forecasting, and market scheduling
● Settlements and checkout depth — the ability to take a discrepancy apart and find it, bilateral or ISO. This is non-negotiable
● Working command of applicable tariffs and rules — the OATT, the CAISO/EDAM and SPP tariffs and business-practice manuals — and the compliance obligations that govern scheduling, settlement, and market participation
● Strong SQL and data-analytics skills; you aggregate your own data rather than wait on it
● Self-sufficient and reliable — owns work end to end, catches errors early, and stays composed against a live clock
● Willing to mentor a junior analyst; this role teaches the desk to someone, it does not simply run it
Preferred
● Direct CAISO/EDAM or WEIM experience; SPP, MISO, or ERCOT settlements experience transfers well
● Familiarity with PCI, Yes Energy, and OATI (OASIS, e-Tag) or comparable platforms
● Transmission rights or network integration transmission service (NITS) administration — DNRs, PODs, and load additions
● Background at a G&T, cooperative, public power agency, utility desk, or merchant/trading shop, with an understanding of how member-system design drives settlement outcomes
● Bachelor's degree in business, engineering, economics, finance, mathematics, computer science, or a related field
Performance Measurements
● Position recommendations to the desk head are timely, well-supported, and reflect current market conditions
● Transmission is secured and tags and schedules reconciled so physical delivery matches plan
● Settlement discrepancies and invoice errors are caught and resolved inside their dispute windows, not written off after
● Checkouts tie out cleanly and on time each month without the desk head chasing them
● The forecast is accurate enough to rely on — and when it is not, we hear it early
● The desk head receives decision-ready analysis rather than raw data
● Desk execution continues without interruption when the desk head is unavailable
● Knowledge is documented and transferable — procedures, queries, and reconciliations do not live in one person's head
Position Details
● Compensation: $150,000–$170,000 base, DOE
● Location: Deseret Power Corporate Office, South Jordan, UT (in-office)

● Schedule: Full-time. Settlement deadlines and market events bring occasional overtime. Not a shift-work role — real-time system operations are handled by a third-party provider
