The Texas Workforce Commission is seeking a Learning Experience (LX) Designer/ Developer (E-Learning Developer I) for Unemployment Insurance (UI) Client Services. This is a full-time in-office position that can be based in one of the UI Tele-Centers (El Paso, Fort Worth, McAllen, San Antonio) or in UI Client Services (Austin).

TWC is the state agency charged with overseeing and providing workforce development services, to include unemployment benefits. The UI Training Team is tasked with developing highly skilled staff who assist individuals with Unemployment Insurance claims and issue benefit eligibility decisions. WHO YOU ARE:
You are a hands-on Adult Learning professional who excels at both the strategic design and the physical development of training programs. You are a creative learning and development (L&D) professional with expertise in crafting both facilitator-led classroom materials and interactive E-Learning experiences. You are passionate about translating complex operational processes and policies into clear, engaging training for adult learners.
WHAT YOU WILL DO:
The UI LX Designer/Developer performs complex (journey-level) instructional design and development work under moderate supervision with limited latitude for the use of initiative and independent judgment. This role is responsible for the end-to-end analysis, design, and development of training programs for both instructor-led (virtual and in-person) and asynchronous (eLearning) delivery. The UI LX Designer/Developer will play a pivotal role in enhancing our training materials and programs.
WHAT YOU WILL BE TRUSTED TO DO:
- Conduct needs assessments and collaborate with Subject Matter Experts (SMEs) to define instructional, learning, and performance objectives.
- Design and develop comprehensive training solutions that may include training plans, facilitator guides, participant materials, job aids, activities, and presentation materials for instructor-led training.
- Design and develop engaging eLearning, including multimedia elements like audio, video, and simulations, using a variety of development tools.
- Apply adult learning principles and systematic instructional design methodologies (e.g., ADDIE) to create effective and engaging learning experiences.
- Assess and maintain training programs, recommend improvements to course design and instructional methods, and help evaluate training effectiveness to ensure business impact.
- Ensure all training materials meet accessibility standards and guidelines (e.g., WCAG).
- Participate in/facilitate training program review and subject matter advisory meetings.
- Provide consultation and technical assistance to agency staff on training initiatives and issue resolution.
- Perform related work as assigned.
YOU QUALIFY WITH:
- Graduation from an accredited four-year college or university with major course work in instructional design, information technology, communication, human resources, organizational development, education or a related field.
- One year of experience in E-Learning development, instructional design work, training and development procedures and techniques, learning design models and principles, instructional design principles and techniques, E-Learning tools and learning management systems, programing languages, and curriculum design may be substituted for each year (30 semester hours) of education.
YOU ARE A GREAT FIT WITH:
- Proficiency in eLearning authoring tools (specifically Articulate 360), multimedia development software (e.g., Adobe Creative Cloud), Microsoft Office and Visio.
- Experience working closely with Subject Matter Experts (SMEs) to develop technical or policy-based training content.
- Strong project management skills, with the ability to manage priorities and meet deadlines.
- Ability to effectively assess needs, evaluate efficacy, and receive and incorporate feedback.
- Knowledge of accessibility standards (e.g., WCAG) for learning content.
- Strong communication, presentation, & interpersonal skills.
- Advanced experience in developing complex technical or policy-based training programs.
- Knowledge of copyright and trademark rules for writing and delivering content.
- Knowledge of unemployment insurance policies and procedures.
- Experience with learning evaluation models (e.g., Kirkpatrick) and measuring training effectiveness.

WHAT YOU NEED TO KNOW
- Will work 40 hours a week during hours of operation Monday through Friday, between 8:00 AM to 6:00 PM CT. Occasional overtime (evenings, weekends, and holidays) may be required. Management will set the final schedule.
- Duty involves up to 10% travel within the state of Texas and the ability to lift 15 pounds.
