Position Summary
The City of Monte Vista is seeking a qualified, highly motivated professional to serve as the Human Resources Director / Risk Manager. Operating within a sole-contributor department structure, this position exercises independent autonomy over the daily operations of the City’s Human Resources and Risk Management systems.
This role is responsible for both high-level strategic design and direct, hands-on execution. Key functions include personnel system administration, labor law compliance, property/liability insurance renewals, safety training, worker's compensation processing, and serving as the designated City ADA Coordinator.
Essential Job Functions
· HR Administration & Compliance: Administers all City personnel systems, updates the Employee Handbook, maintains secure personnel files, and interprets policies for department heads.
· Risk Management & Insurance: Monitors and administers commercial property, casualty, and liability insurance programs; handles renewal applications and risk prevention reporting.
· Claims Processing & Investigations: Manages direct intake, tracking, and field investigations for workers' compensation and liability insurance claims.
· Recruitment & Onboarding: Executes all clerical and professional workflows for hiring, posting advertisements, processing applications, and conducting background checks.
· Clerical & Financial Workflows: Performs direct data entry, monthly reconciliations of benefit billing statements, retirement system reports, and divisional invoices.
· ADA & Internal Investigations: Serves as the City's ADA Coordinator, resolves grievances, manages the interactive accommodation process, and conducts internal investigations regarding harassment or discrimination complaints.
· Benefits & Safety Training: Personally designs and delivers workplace safety and risk training; coordinates drug and alcohol screening programs; and processes annual benefit renewals/enrollments.
Minimum Qualifications & Requirements
· Education: High school diploma or GED equivalent required. A Bachelor’s degree in Human Resource Management, Public Administration, Business Administration, or a closely related field is highly preferred (relevant senior-level professional HR certification may substitute for the degree).
· Experience: A minimum of three (3) years of professional experience in Human Resources and Risk Management administration. Direct experience within the public or municipal sector is highly preferred.
· Licenses & Certifications:
o Valid Colorado Driver’s License at the time of hire (required).
o Ability to obtain a professional HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) within twenty-four (24) months of hire as a mandatory condition of continued employment.
· Pre-Employment Screening: Must successfully pass a pre-employment background investigation and post-offer drug screen (including testing for marijuana with no exceptions)
