The Project Manager shall provide project management services in the Capital Program Delivery unit of the Port Department. This position is responsible for delivering a portfolio of civil, structural, electrical, architectural, and environmental projects identified in the Port Department’s 2026-2035 capital plan that support regional maritime operations at PA marine terminals, intermodal facilities, roadways, buildings and related facilities.
The scope of work shall include, but not be limited to, the following responsibilities:
- Day-to-day project management of a diverse portfolio of projects in various stages of delivery, from development through design, bidding, construction, and close out.
- Working within the Port Authority’s capital approval process to release funds for specific projects as needed to ensure key project milestones are achieved.
- Leading, facilitating, and attending meetings to resolve technical issues and achieve consensus on each project’s approach throughout their life cycle.
- Developing relationships and working closely with Port facility staff, PA Engineering’s design and construction divisions, tenants, and other stakeholders.
- Attending meetings at Port facilities at least monthly for stakeholder engagement, project site visits and coordination efforts.
- Navigating project complexities, anticipating stakeholder needs, and developing potential mitigation solutions.
- Providing timely, accurate and regular updates to the Program Managers as requested for briefings to executive leadership.
- Drafting high quality scoping and authorization documents including but not internal capital authorization documents, board items, briefing folders, and presentations, ensuring that all project related information is current and accurate as required.
- Coordinating with other capital improvement projects on all design and construction interface issues.
- Ensuring timely completion of projects within scope, schedule, and budget.
- Ensure all required permits or agreements with regulatory authorities are secured.
- Provide periodic reporting to various teams, including executive management.
Minimum Qualifications
- Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a related field.
- Minimum five (5) years’ experience in managing capital, port development, or facility construction projects
- Must have a valid driver’s license
- The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security
- Proficiency in the use of standard Microsoft Office products and ability to become competent with Port Authority software and reporting systems
Preferred Qualifications
- Professional Engineer or Architect’s License in New York or New Jersey
- Project Management Professional (PMP) Certification
- Experience with waterfront projects preferred but not required
- Strong writing, presentation, and communication skills.
- Strong interpersonal skills and ability to work with diverse stakeholders including facility staff, external stakeholders, other contractors, and executive leadership.
- OSHA 10-hour Construction Safety certification or ability to obtain shortly after hire.
- Proven ability to deliver multiple simultaneous projects on time and on budget.
- Proven track record of working independently and “owning” one’s work.
- Strong organizational and time management skills.
- Demonstrated experience establishing project plans, setting priorities, managing risks, and coordinating design and construction activities.
- Experience interfacing with and negotiating amongst multiple stakeholders to resolve project conflicts and maintain project scheduling.
- Experience managing projects in a transportation environment and/or among ongoing operations.
- Experience in project work related to waterfront construction, civil construction, transportation facilities, parking facilities, new or existing utility infrastructures, and roadways and bridge structures, as well as paving and demolitions of existing structures.
- Working knowledge of governmental regulations, such as environmental permitting.
- Working knowledge of Construction Standards and Industry Codes
