Minimum Qualifications
Bachelor’s degree in human resource management, business administration, public administration or a related field.
12 months or more experience performing technical work in the area of human resource management in a state agency or equivalent personnel office setting.
OR
High School Diploma or GED equivalency, preferably supplemented with courses in personnel, business, or public administration.
60 months or more experience performing technical work in the area of human resource management in a state agency or equivalent personnel office setting.
Responsibilities
- Assists with the coordination of activities involving recruitment, selection, placement, classification and pay, and employee on-boarding.
- Reviews, edits, and prepares job announcements for ADMH Exempt position vacancies.
- Prepares correspondence to applicants and others concerning ADMH employment opportunities and status of applications.
- Performs basic evaluation of applications to determine if experience and education indicated on applications meets minimum qualifications.
- Prepares and processes merit position certifications. Assists in position classification studies and prepares and assembles materials relating to requests for reallocations.
- Schedules meetings and interviews to support recruitment, selection, classification, and pay processes.
- Secures participants and coordinates all logistical arrangements for meetings and interviews related to recruitment, selection, classification, and pay.
- Confers with supervisors, local office representatives, managers, and other professional people in matters related to recruitment and selection or classification and pay.
- Explains designated policies and procedures to new and current employees.
- Creates, manages, and maintains Excel-based tracking systems to organize information, process data, and ensure accurate recordkeeping.
- Performs other duties as assigned by the Assistant Director and Personnel Analyst.
Required Knowledge, Skills, and Abilities (KSAs)
- Knowledge of Federal and State laws related to policies and procedures utilized in human resource management.
- Knowledge of principles and practices of personnel administration.
- Knowledge and understanding of professional and ethical standards in relation to confidentiality.
- Knowledge of recruitment and selection methods and interviewing techniques.
- Knowledge of classification and pay guidelines and job analysis techniques.
- Knowledge of computers and various software packages.
- Ability to read, listen to, and actively, interpret, and apply instructions, policies, procedures, and regulations.
- Ability to gather, correlate, and analyze facts and recommend solutions.
- Ability to effectively communicate verbally and in writing.
- Ability to work independently.
- Ability to assess information and situations and apply sound judgement in problem solving.
- Ability to multitask, organize, and prioritize work activities.
- Ability to be thorough when performing work and conscientious about attention to detail.
- Ability to organize and maintain records and documents.
- Ability to maintain a positive, kind, and professional demeanor when interacting with supervisors, associates, departmental employees, job applicants, officials, and the general public.
- Ability to occasionally travel for interviews, job fairs, and other recruitment-related events.
