Classification: Bargaining Unit
The CoC Housing Counselor provides housing counseling and referral services to individuals and or families with HIV or AIDS and or to individuals and families with Special Needs. These services are provided through the contracts administered by the Program to assist program participants in attaining and maintaining the highest level of self-sufficiency and independent living. She or he works with the Program Director to meet the goals and objective of the program. The Housing Counselor interacts with the program participant’s assigned case manager to ensure that all appropriate supportive services are provided.
1. Maintain monthly contact with participants to ensure that they are housed in safe, sanitary units. Work with participants in conjunction with assigned case manager to facilitate independent living as long as possible. Work with the system and with landlords to identify and access affordable housing resources.
2. Conduct intake interviews. Review all documentation to ensure completeness and compliance with eligibility requirements.
3. Set up and maintain individual participant files and ensure that all required forms are accurate, complete, current and audit ready. Work with participants to set up and maintain a budget, establish and or repair credit. Track client progress and follow as indicated or assigned. Enter or Retrieve data from program database.
4. Calculate rental payments, prepare lease and addendum in accordance with applicable agency and contract funder regulations. Work with the fiscal staff and/or landlords to resolve processing and payment problems.
5. Ensure landlord compliance with tenant landlord laws and ensure landlord compliance with program criteria.
6. Maintain contact with participant’s assigned case manager. Notify case manager of case management issues. Identify problems and make referral to ensure participants receive supportive services and or other Pennsylvania Community Real Estate Corporation, Tenant Union Representative Network (PCRC TURN) services for which they qualify.
7. Prepare and submit all required and/or assigned reports in a timely, accurate and complete manner.
8. Maintain awareness of trends in housing, tenant or landlord issues and resources and treatment intervention for people with HIV or AIDS and other special needs population by participating in seminars, workshops, and conferences about housing and serviced for people with special needs. Work to educate the public about the program and its services.
9. Work with participants to bring them into compliance with program requirements to continue the participant in the program.
10. Network with other social service providers and advocates to improve the quality and coordination of services to people with HIV or AIDS and other Special Needs populations.
11. Other duties as assigned.

BA/BS degree or equivalent social services work experience.

Familiar with HMIS, Clienttrack,Clarity

Must be knowledgeable about HIV or AIDS, Substance Abuse, Mental Health and be sensitive to the needs and problems of people with special needs.

Must master regulations governing rental calculations.

Must be client oriented and have excellent written and oral communication skills; be organized and able to handle multiple assignments.

Must be computer literate.

Must be able to work independently and be attentive to details.

Must be able to effectively work with participants who may present emotional problems brought on by the stress of their disease/disability or presenting problem.

Must be able to work effectively with diverse populations and be committed to an agenda of social and economic empowerment.
