About this Position:
Green Powered Technology (GPTech) is preparing a response to a U.S. Department of Veterans Affairs (VA) opportunity focused on improving the efficiency, cost-effectiveness, and delivery of healthcare facility design and construction nationwide. The Civil Engineer will support VA healthcare infrastructure projects through design review, site engineering evaluation, and construction oversight support, ensuring compliance with applicable codes, standards, and project requirements.
GPTech is seeking a highly qualified Civil Engineer to support this proposal and potential follow-on work.
Key Responsibilities
Provide technical advisory support to PM/CM and VA stakeholders on civil/site engineering aspects of projects
Review civil/site design documents (grading, drainage, utilities, access, stormwater) for compliance, constructability, and completeness
Identify and document defects, conflicts, omissions, and risks in design and construction documents
Evaluate constructability, phasing, and site constraints, including impacts to ongoing facility operations
Support review of submittals, RFIs, and change orders, providing technical recommendations to the PM/CM and COR
Provide site engineering input for permitting, environmental compliance, and utility coordination
Assist with field verification and site inspections, as needed, to assess conformance with contract requirements
Support evaluation of stormwater management, drainage systems, and site utilities performance
Coordinate with multidisciplinary team members to assess site-related impacts to building systems and construction sequencing
Provide on-demand subject matter expertise (“reach-back support”) for complex civil/site issues
Required Qualifications
Bachelor’s degree in Civil Engineering
Professional Engineer (PE) license required
12+ years of experience in civil/site engineering design, review, or construction support
Experience reviewing construction documents, specifications, and submittals
Demonstrated experience with:
Site grading, drainage, and stormwater systems
Utility design and coordination (water, sewer, electrical, telecom)
Permitting and environmental compliance processes
Familiarity with federal, state, and local codes and standards, including those applicable to healthcare or institutional facilities
Ability to prepare clear technical documentation, reports, and review comments
Preferred Qualifications
Experience supporting VA, DoD, USACE, or other federal healthcare/infrastructure projects
Experience in construction-phase services, QA/QC, or owner’s representative roles
Familiarity with SWPPP, NEPA, and environmental permitting requirements
Experience working in active/occupied facilities with phasing constraints
Experience supporting claims analysis or change order evaluation
Prior experience providing remote SME (“reach-back”) support
Active or prior U.S. security clearance
International project experience (e.g., USAID, MDBs)
