POSITION DESCRIPTION
Under direction, the Supervising Human Resources Analyst manages and coordinates the delivery of a full range of human resources services to department; supervises, evaluates, trains, coordinates, plans, organizes and directs lower level professional and technical human resources staff; and performs the most complex human resources related analyses related to recruitment, examination, classification, compensation and organizational development activities, workers’ compensation, grievance and disciplinary actions, benefits coordination, performance management, personnel transactions and leave management; and performs other duties as required.

SIGNIFICANT RESPONSIBILITIES OF THIS POSITION

Plans, coordinates, executes and manages a full range of human resources services for departments utilizing professional and technical level human resources teams

Supervises the planning, direction and review of the work of professional and related human resources staff; oversees development of staff training and professional development plans and trains staff in procedural and technical aspects of their jobs in order to ensure the provision of consistent, effective, quality service to departments, employees and the public; acts as a technical resource to staff; conducts performance evaluations and audits of lower level human resources staff

Assumes primary managerial responsibility for complex human resources programs and projects

Performs complex, difficult professional human resources work in the areas of organizational development, classification and compensation, recruitment and examination, workers’ compensation, leave/absence management, performance management, grievance and disciplinary action, personnel transactions, and employee benefits

Oversees the provision of advice to department heads, supervisors and employees by professional human resources staff in the interpretation and application of personnel rules, regulations, policies and procedures; provides professional and technical expertise on human resources management issues

Conducts studies and makes recommendations for the development and revision of human resources programs, rules, policies and procedures

Directs the work of consultants as assigned

Coordinates programs and projects and works in conjunction with other human resources specialty areas, the Civil Rights Office, County Counsel’s Office and others as required

May be assigned as a Disaster Service Worker as required
MINIMUM QUALIFICATIONS
Thorough knowledge of:-
Principles and practices of public human resources management, including the administration of recruitment, examination, classification and compensation programs, employee relations, employee benefits, and human resources information system

Job analysis techniques, including requirements, employment practices, purpose, methods and applications
Working knowledge of:-
Principles and practices of supervision

Organizational development, workers’ compensation, personnel transactions, absence/leave management, employee benefits, performance management, grievance and discipline

EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING
The knowledge, skills and abilities listed above may be acquired through various types of
experiences, education or training, typically:
Education: Graduation from an accredited college or university with a bachelor’s degree with major coursework in human resources, public administration, business administration, industrial relations, or a related field.
and
Experience: Five (5) years of progressively responsible human resources experience, which included complex and varied experience in major areas of public sector human resources management comparable to that of a Senior Human Resources Analyst with the County of Monterey.
CONDITIONS OF EMPLOYMENT

Employees who drive on County business to carry out job related duties must possess a valid Driver License for the class vehicle driven or have the ability to provide suitable transportation that is approved by the appointing authority.

Incumbents may be required to work all shifts, including irregular hours, nights, weekends and holidays.
