We are seeking an experienced Construction Payroll & HR Administrator to oversee payroll processing, labor compliance, human resources administration, employee benefits, recruiting, and onboarding. This position plays a critical role in ensuring employees are paid accurately, compliance deadlines are met, and our workforce receives exceptional support throughout their employment.
This position reports directly to the President and Vice President.
Primary ResponsibilitiesPayroll Administration
- Process weekly payroll for company employees.
- Review employee timecards for accuracy and completeness.
- Process new hires, employee status changes, and terminations.
- Prepare final paychecks in accordance with state and federal laws.
- Maintain payroll records and employee earnings history.
- Process payroll deductions, garnishments, and benefit withholdings.
Union & Labor Compliance
- Prepare and submit monthly union reports and fringe benefit contributions.
- Process weekly 401(k) contributions.
- Complete internal prevailing wage reporting.
- Review subcontractor certified payroll reports for compliance with Davis-Bacon and prevailing wage requirements before submission.
- Maintain labor compliance documentation for public works projects.
- Assist with payroll, labor compliance, and benefit audits.
Human Resources
- Coordinate recruiting efforts and job postings.
- Review employment applications and schedule interviews.
- Process all onboarding documentation, including I-9s, W-4s, direct deposit, and new hire paperwork.
- Coordinate background checks and pre-employment drug testing.
- Maintain employee personnel files and HR records.
- Process employee separations and exit documentation.
- Maintain confidentiality of all employee records.
Benefits Administration
- Administer Medical, Dental, Vision, and 401(k) benefits.
- Coordinate benefit enrollments and qualifying life events.
- Assist employees with benefit questions and required documentation.
- Track employee eligibility and waiting periods.
Administrative Duties
- Maintain organized HR and payroll filing systems.
- Prepare reports for management.
- Ensure compliance with federal, state, and local employment laws.
- Assist with special projects and other administrative duties as assigned.
QualificationsRequired
- Minimum four (4) years of payroll and human resources experience.
- Minimum four (4) years of payroll processing experience.
- Strong understanding of payroll laws and employment regulations.
- Excellent organizational skills and attention to detail.
- Ability to maintain confidentiality.
- Strong written and verbal communication skills.
- Proficient with Microsoft Excel, Outlook, Word, and Adobe Acrobat.
Preferred
- Construction industry payroll experience.
- Union payroll and fringe benefit reporting experience.
- Certified payroll experience.
- Prevailing wage compliance experience.
- Experience reviewing subcontractor certified payrolls.
- Experience with public works and Davis-Bacon projects.
- Experience using ComputerEase construction accounting software or similar construction payroll/accounting systems.
