Under general supervision, interfaces daily with the Program Manager in planning, managing and implementing the development of Airport activities subject to environmental laws and regulations; supports Program Manager in implementation of Environmental Affairs’ stakeholder role in DFW’s Sustainability Policy and implementation of DFW Airport’s Environmental Management System and Environmental Policy and implements Best Management & Good Housekeeping Practices. Management may be exercised over contractors/consultants and a multi-disciplined in-house staff. Coordinates the activities of tenant airlines, businesses, governmental and other agencies. Develops and maintains schedules and budgets for all aspects of assigned airport environmental and development projects, including planning, resource management and operational implementation. Provides project documentation, quality control and scheduling as required for the administration and execution of each project (i.e. Capital funding documents, Official Board Actions, Work Authorizations, etc.).
Receives, coordinates and implements the management of environmental and/or development projects as assigned by the respective Airport Environmental Affairs Department (EAD) Program Manager.
Oversees internal staff and other consultants in the planning, proactive needs analysis, management and scheduling of projects in accordance with airport and environmental affairs design criteria and codes and reports any concerns/issues to the Program Manager; drives in Airfield Operations Area (AOA) and accesses all forms of construction in progress.
Develops project task lists to define scope of work and budgets and schedules each task of the project task list.
Assists in development of contractual scopes of work, contractual provisions, Official Board Actions and other documentation necessary for procurement process related to retaining consultants and contractors. Within the area of responsibility, serves as the airport contact for contractors and consultants; provides quality assurance/quality control function for work of contractors and consultants.
Develops contingency/response plans for environmental emergencies; reviews staff response to emergencies and implements changes to plans and procedures based on review of staff performance; works to improve staff performance in responding to emergencies.
Responds to environmental emergencies within area of responsibility; works with state and federal agencies in responding to environmental emergencies. Deploys emergency intervention devices such as booms, absorbent materials, and neutralizing agents.
Designs and participates in field investigations of airport activities which affect the environment; oversees work of Environmental Analysts and consultants or contractors; participates in the performance of testing and sampling of soil, water, air, wastes.
Research, reviews, and interprets environmental laws, rules, and regulations to determine their impacts on airport operations; works with the Program Manager to develop programs and procedures consistent with applicable laws, rules, and regulations. Works
with other departments affected by environmental requirements to ensure their understanding of and compliance with such requirements.
Assists in the selection of a project team and leads the project team; answers question and gives daily guidance to team, responsible for the accuracy and quality of all technical work, responsible for written work submitted to the client.
Assists in preparing proposals, reviewing requirements and contractual agreements and providing presentations to clients and regulatory agencies.
Reviews, and resolves conflicts with, work orders, construction applications, lease agreements, and permits for compliance with environmental laws, rules, and regulations; may authorize work orders necessary to protect the environment and/or comply with environmental requirements.
Manages project quality control, cost containment, timeliness and environmental compliance by task and project.
Identify environmental concerns and formulate appropriate solutions in a timely manner to the program manager.
Monitors and tracks project budget, estimates, schedules, status, performance and variances using appropriate tools and techniques and reports, coordinates and manages changes and approvals with the Program Manager.
Interacts with airlines, airport tenants, FAA, city, state and federal agencies and other public agencies or interests on projects.
Responsible for updating environmental data management and reporting systems; interacts with regulatory agencies on compliance issues; and coordinates tasks and activities with airport staff and clients as well as contractors and consultants.
Researches, gathers and communicates environmental best practices and current and changing regulatory requirements.
Develops, maintains and implements environmental procedures with approval from Program Manager, AVP and VP as appropriate.
Assists with project management training development and delivery.
Develop project plans for 3–6-month outlook.
Knowledge of the principles and practices applied in environmental and/or civil engineering, planning, design, construction and maintenance of airport-related facilities.
Knowledge of the principles and practices of project management.
Ability to read and interpret environmental readings and governmental documents.
Ability to coordinate and oversee the work of a team of professional and technical personnel, including contractors and consultants, in project implementation, and assess their work.
Ability to detect and correct plan issues, variances and problems using standard change management practices.
Ability to manage multiple projects simultaneously.
Ability to establish and maintain effective Customer Service/Stakeholder relationships with others inside and outside the organization.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to articulate and manage complex environmental, project and/or construction issues and schedules.
