Job Summary
Our client is seeking a skilled Financial Manager to support financial planning, budgeting, execution, and analysis efforts for programs within the Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base.
The Financial Manager will play a critical role in ensuring financial integrity, compliance, and efficiency across program operations, providing analytical support and strategic recommendations related to budgeting, forecasting, and financial execution.
Key Responsibilities
- Prepare program budgets, reports, and financial documentation; analyze funding and budgeting requirements and recommend solutions to improve financial management effectiveness and processes.
- Perform budget forecasting, variance analysis, financial execution reporting, schedule analysis, and Earned Value Management (EVM) analysis.
- Provide recommendations to program leadership on budget, schedule, and EVM-related matters.
- Identify accounting discrepancies and implement corrective actions.
- Utilize automated financial management systems to conduct analysis, fact-finding, and advisory support.
- Compile division-level financial data from multiple sources to support financial metrics, audits (FIAR compliance), internal controls, and reporting requirements.
- Support development of funds management documentation and assist with financial modeling, forecasting, and budget execution using applicable systems and tools.
- Prepare financial briefings and documentation for key program events, including:
- Budget Execution Reviews (BER)
- Integrated Baseline Reviews (IBR)
- Program Management Reviews (PMR)
- Monthly Acquisition Reports (MAR)
- Milestone Decision Reviews
- Acquisition Strategy Plans and IPT risk assessments
- Draft and prepare financial documentation for Government financial leads, including Procurement, RDT&E, and Program Objective Memorandum (POM) inputs.
- Track and report status of approved, deferred, and released funds.
- Prepare and support financial documentation such as Purchase Requests, MIPRs, and project orders in accordance with Financial Management (FM) policies.
- Maintain an independent audit trail for all funding documents to ensure proper tracking and compliance.
- Conduct “what-if” financial analysis and support ad hoc reporting and data calls.
- Support Air Force and DoD exercises and simulations related to financial readiness.
- Monitor and manage reimbursable budget programs.
- Perform financial research using systems such as CCaRS, CRIS, WAWF, FM Suite, and classified financial systems.
- Maintain financial databases, input financial/contracting data, and generate reports as needed.
Required Qualifications
- U.S. Citizenship required.
- Active DoD Secret Security Clearance.
- Bachelor’s or Master’s degree in a related field with at least 3 years of relevant experience, OR
- 7 years of directly related experience, with at least 5 years supporting DoD programs.
- Strong knowledge of financial analysis principles, budgeting, and forecasting methodologies.
- Knowledge of DoD acquisition processes, requirements, and approval workflows.
- Understanding of DoD contracting types, contract structures, funding clauses, and financial planning.
- Experience with Earned Value Management (EVM) and financial execution reporting.
- Proficiency in financial systems, databases, and reporting tools.
- Strong analytical, problem-solving, and communication skills.
Pay: $110,000.00 - $120,000.00 per year
