The Department of Conservation and Natural Resources (NDCNR), protects, manages, and enhances the State’s resources to provide the highest quality of life for Nevada’s citizens and visitors. The NDCNR with over 900 employees consists of the Director’s Office and the following divisions and programs: Environmental Protection, Forestry, State Lands, State Parks, Water Resources, Outdoor Recreation, Natural Heritage, State Historic Preservation Office, Off-Highway Vehicles, Sagebrush Ecosystem, and the Conservation Districts Program. The Department also provides support staff to the Nevada Tahoe Regional Planning Agency and has responsibility for numerous Boards, Commissions, and Councils. The Department has locations and/or provides program services in every community of the State.
The NDCNR is recruiting for two Human Resources Technician 3’s. One position is located in the Nevada Division of State Parks, and the other position is located in the Nevada Division of Forestry. Both positions are physically located in our Carson City, Nevada office. The Human Resource Technician 3 provides a high level of customer service and must possess strong professional communication skills in person, over the phone and via email correspondence. The incumbent will be responsible for the preparation, review, audit and tracking of the agency’s personnel actions, payroll, and employee records documents; leave programs management and research. The Human Resource Technician 3 will also be responsible for and/or involved in recruitment and hiring processes; preparing and processing personnel documents; unemployment claims; and leave programs. The incumbent works closely with and backs up the Human Resource Analyst 2 and works closely with the DCNR Human Resource Team. Some travel may be required to agency offices throughout Nevada for meetings, training, and onsite visits, etc. These positions are part of a dedicated and fun team who work in a very fast-paced and deadline driven office therefore, the incumbent must have a high attention to detail and possess exceptional organizational skills.
Human Resources Technicians perform a wide variety of Human Resource activities including Human Resource records processing, recruitment and examining, new hire orientation, list certification, and payroll support duties. While payroll support duties may be performed a portion of the time by Human Resources Technicians, the majority of duties involve Human Resource activities. Positions dedicated to payroll duties are appropriately classified in accounting-related series. Some positions in this series specialize in one or more Human Resource functions and others may serve in a generalist capacity. Supervisory responsibility may be assigned at any level in the series, but this responsibility does not, by itself, warrant allocation to a higher level.
EXAMPLE OF DUTIES Graduation from high school or equivalent education and two years of technical personnel/payroll experience which included researching information, applying r ules and regulations, and problem solving in areas such as recruitment and examining, payroll, interviewing and selection, and other related personnel/payroll functions; OR one year of experience as a Human Resources Technician II in Nevada State service; OR an equivalent combination of education and experience. Working knowledge of: Human Resources principles, practices, and methods used in recruitment, examination, selection and/or payroll; automated systems and applications typically used to support personnel and payroll.
Ability to: perform complex Human Resources and/or payroll operations including researching rules and regulations, auditing documents, and calculating and reconciling Human Resources/payroll transactions; make appropriate Human Resources decisions following agency policies and past precedents; establish and maintain cooperative working relationships with all levels of management and employees; work independently and follow through on assignments with minimal direction.
Skill in: writing and composing grammatically correct job announcements, business correspondence and reports; coordinating oral examination boards and/or interview and selection panels.
