The Facilities & Maintenance Manager is responsible for the safe, reliable, and cost-effective operation, maintenance, modernization, and continuous improvement of all facility infrastructure, utilities, production equipment, tooling support systems, and maintenance personnel at QCCCF. This position serves as a key member of the site leadership team and is responsible for establishing a world-class reliability and asset management program supporting cartridge case production and future manufacturing expansion.

Ensure compliance on all relevant laws, regulations, and policies affecting defense contracts and procurement.

Coordinate with intercompany leadership, contractors, suppliers and other stakeholders to ensure compliance with program requirements, quality and deadlines.

Lead all maintenance, facilities, and utility operations across the QCCCF campus.

Develop and execute preventive, predictive, and corrective maintenance programs.

Manage maintenance personnel, contractors, and service providers.
-
Support production operations through high equipment availability and reliability.

Develop annual operating and capital budgets.

Establish reliabilitycentered maintenance and asset management practices.

Lead modernization and facility improvement initiatives.
-
Deep draw and transfer presses. oHeat treat furnaces and quench systems.
-
Plating and phosphate coating systems. oMaterial handling systems and cranes.
-
Compressed air systems. oElectrical distribution systems.
-
HVAC and environmental systems. oWater and wastewater systems.

Reliability & Asset Management.
-
Implement CMMSbased maintenance planning and scheduling.
-
Develop critical asset rankings and lifecycle management plans.

Track MTBF, MTTR, PM completion rates, and equipment uptime.

Lead root cause corrective action investigations.

Implement predictive maintenance technologies including vibration analysis and thermography.

Ensure compliance with OSHA, environmental permits, Army regulations, and contract requirements. oLead Lockout/Tagout and maintenance safety programs.

Support emergency response planning and incident investigations.

Participate in government audits and inspections.

Develop and manage facility modernization roadmaps. oSupport installation and commissioning of new production equipment.

Manage facility upgrades and infrastructure projects.

Provide technical leadership for industrial base expansion initiatives.

MTBF and MTTR performance. oMaintenance budget adherence.

Candidates must be considered ITAR Authorized US Persons as defined under 22 CFR 120.62.

Candidates must be lawfully permitted and comfortable working in facilities with access to firearms and munitions.

This facility is located inside a military installation; candidates must be lawfully eligible to enter a military installation.

Bachelor’s degree in Engineering, Facilities Management, Engineering Technology, or related discipline.

10+ years industrial maintenance experience.
-
5+ years maintenance leadership experience.
-
Experience with heavy industrial manufacturing environments.
-
Strong knowledge of reliability engineering and maintenance management.
-
Experience in ammunition, defense, aerospace, metals, or heavy manufacturing.
-
GOCO facility experience.
-
CMRP certification.
-
PMP certification
-
Lean Six Sigma certification Quality Systems experience preferred, ISO 9001:2015 experience strongly preferred.

This position reports onsite in Quad Cities Iowa.

Regularly spend long hours sitting and using office equipment and computers.
-
Regularly move from sitting to standing positions effortlessly, being able to walk the facility, climb stairs, exert or lift upwards of 25lbs regularly.

Frequently work on projects that require deadlines, this may require working evenings or occasional weekends to meet deadlines.

Occasional domestic travel will be required.

Work will be completed in a climatecontrolled manufacturing environment and may require some business travel to Department of War sites, trade shows & conferences, customers and suppliers will be required as business conditions need.
