LIHTC Development Leader
Position Summary
The LIHTC Development Leader is responsible for leading the strategic growth, acquisition, financing, development, rehabilitation, and preservation of affordable housing communities utilizing the Low-Income Housing Tax Credit (LIHTC) Program and other federal, state, and local funding sources.
This position serves as J & S Management's subject matter expert for affordable housing development and works collaboratively with executive leadership, operations, finance, ownership groups, investors, lenders, municipalities, and development partners to identify, evaluate, and successfully execute affordable housing opportunities.
The LIHTC Development Leader is responsible for managing projects from concept through stabilization while ensuring compliance, financial viability, and successful project delivery.
Essential Duties & Responsibilities
Strategic Development
- Develop and execute J & S Management's affordable housing development strategy.
- Identify opportunities for portfolio growth through new construction, acquisitions, adaptive reuse, and rehabilitation projects.
- Evaluate market opportunities and project feasibility.
- Build relationships with municipalities, housing authorities, nonprofit organizations, developers, brokers, and investors.
- Create a pipeline of future development opportunities.
Acquisitions & Due Diligence
- Identify potential acquisition opportunities.
- Perform financial analysis and underwriting.
- Coordinate due diligence activities.
- Evaluate physical condition reports.
- Review environmental assessments.
- Analyze market studies.
- Review title commitments and legal documents.
- Present investment recommendations to executive leadership.
LIHTC Development
Lead all aspects of the development process including:
- Site selection
- Project feasibility
- Financial modeling
- LIHTC application preparation
- State housing agency coordination
- Tax credit allocations
- Equity syndication
- Construction financing
- Permanent financing
- Project budgeting
- Cost certifications
- Closing coordination
Financial Planning & Underwriting
Prepare and analyze:
- Development budgets
- Operating pro formas
- Sources and uses statements
- Cash flow projections
- Debt analysis
- Return on investment
- Capital needs assessments
Evaluate project feasibility and identify financial risks and opportunities.
Financing
Coordinate financing through:
- Tax Credit Investors
- Syndicators
- Banks
- Government agencies
- HOME Funds
- CDBG
- Historic Tax Credits
- State and local incentive programs
- Other affordable housing funding sources
Assist with financial closings and lender requirements.
Construction Management
Provide oversight throughout construction and rehabilitation.
Coordinate with:
- Architects
- Engineers
- General Contractors
- Consultants
- Owners
- Municipalities
- Third-party inspectors
Monitor:
- Budgets
- Schedules
- Change orders
- Draw requests
- Construction progress
- Risk management
Regulatory Compliance
Ensure compliance with:
- IRS Section 42
- LIHTC regulations
- State Housing Finance Agency requirements
- Fair Housing
- HUD regulations
- HOME requirements
- CDBG requirements
- Environmental regulations
Coordinate audits and compliance reporting.
Lease-Up & Stabilization
Partner with Operations to:
- Develop lease-up strategies
- Monitor occupancy goals
- Review marketing strategies
- Ensure compliance during lease-up
- Transition stabilized properties into ongoing management
Business Development
Develop relationships with:
- Property owners
- Developers
- Investors
- Municipal officials
- Housing agencies
- Nonprofit organizations
- Financial institutions
Represent J & S Management at:
- Industry conferences
- Housing association meetings
- Networking events
- Community meetings
Identify opportunities for future growth.
Leadership
Provide leadership to internal teams throughout the development process.

Required Qualifications
- Bachelor's degree in Business, Finance, Real Estate, Urban Planning, Construction Management, or related field.
- Minimum five years of affordable housing development experience.
- Demonstrated experience with LIHTC developments.
- Strong understanding of IRS Section 42.
- Experience securing development financing.
- Financial modeling and underwriting experience.
- Strong project management skills.
- Excellent negotiation and communication abilities.
- Valid driver's license with ability to travel.
Preferred Qualifications
- Master's degree preferred.
- Certified Credit Compliance Professional (C3P)
- Housing Credit Certified Professional (HCCP)
- Experience with HUD, HOME, CDBG, Historic Tax Credits, and mixed-finance developments.
- Experience with acquisitions and portfolio expansion.
- Existing relationships with Ohio Housing Finance Agency (OHFA), syndicators, lenders, and development partners.
