The duty station for this position is in King County; therefore, the incumbent will receive 5% premium pay in addition to the salary listed above.

The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is seeking an experienced and collaborative Procurement and Fleet Manager to manage procurement staff and oversee fleet maintenance contracts. This Washington Management Service (WMS) Band 2 position provides strategic leadership over procurement operations, fleet and management of the agency vehicles statewide. This position is vital in ensuring the agency has the resources needed to support the training of criminal justice professionals.

Duties

Duties assigned to this position include (but are not limited to):

Plan, organize, and direct the work performed to procure and maintain agency vehicles. This includes sourcing, purchasing, licensing, delivery, coordinating and scheduling maintenance work with agency staff throughout the state to deliver vehicles to a service vendor.
Work with Fiscal Manager and Basic Training Division management to ensure program funds are available for purchases and vehicle maintenance.
Develop and maintain a system to ensure agency vehicles regularly receive required maintenance.
Establish and manage contracts for vehicle repairs and maintenance.
Review service invoices from vendors to ensure accuracy and submit to appropriate approval authority for payment authorization.
Develop and maintain policies and procedures for effective fleet operations statewide.
Determine appropriate course of action/procurement methodology including but not limited to competitive bids, sole source acquisitions, requests for proposal or direct negotiations.
Analyze and evaluate returned bids or proposals and determines compliance with contract requirements, including but not limited to technical specifications, life cycle costing, the Environmental Protection Agency’s recycled content guidelines, minority and women business enterprise participation and price. Reject bids that do not meet bid requirements.
Modify or adapt purchasing procedures and/or processes to accommodate specialized or unusual acquisitions; prepares and develops original contract terms, develops analytical tools and procedures to assess and ensure vendor contract compliance.
Coordinate purchasing activities with clients to develop specifications used in procurement of commodities; resolves vendor performance problems.
Review and approve agency US Bank transactions.
Supervise procurement staff. This includes work delegation, prioritization, evaluation, and planning/proposing adequate staffing to support the needs of the agency.
Interview and recommend selection of applicants, train new employees, assign and schedule work, act upon leave requests, conduct annual performance evaluations and recommend disciplinary actions.

Qualifications

Required Qualifications/Experience:

At least three (3) years of experience in supply chain management, purchasing and/or procurement services.

AND

At least two (2) years of experience managing a fleet of vehicles.

At least five (5) years of combined experience in purchasing, procurement, and fleet management. The experience may run concurrently.

At least two (2) years of experience supervising professional staff.
Ability to safely and effectively operate a vehicle.
Possession of a valid Washington State driver’s license.
Proficiency with Microsoft Excel and Microsoft Word.
Experience with contract management.
Ability to work independently while effectively interpreting pertinent policies and procedures.
Flexible, professional, and highly motivated in their work.
Excellent written and verbal communication skills (speech, listening, and writing).
Experience following policies and procedures and recommending changes based on need.
Experience with tracking systems data entry, performing file retention and maintenance in accordance with established rules and policy.
Exceptional organizational and priority setting skills, with the ability to work with a variety of internal and external clients.
Ability to travel, attend meetings, and training as required.
Ability to work under critical time constraints, have consistent attendance, and allow for flexibility in work schedule.
Knowledge of vehicle maintenance and other industry practices.
Basic math and data analysis skills.
Understanding of basic vehicle mechanics, including the ability to identify when major repairs are needed.
Ability to set and monitor a budget.
Good problem-solving, critical thinking and decision-making skills.
Keen attention to detail.
The ability to take action to learn and grow.
The ability to take action to meet the needs of others.

Preferred/Desired Qualifications:

Associate’s or Bachelor’s degree in logistics, business administration, automotive technology or another relevant field.
Knowledge of state contracting policies and requirements.
Ability to coordinate with others.
Basic understanding of public safety organizations.
Five or more years of experience in an advisory capacity providing high quality customer service using sound judgement in decision making, communicating clearly and meeting or exceeding the expectations of those you work with, both internally and externally.
Understanding of diversity, equity, and inclusion principles, as well as State HR policies.
Demonstrates computer literate skills in Microsoft Office (Word, Excel).
