GENERAL STATEMENT OF DUTIES
The Senior Data and Governance Analyst manages the day-to-day implementation of the County’s data governance framework and supports broader efforts to make better use of data across the County. This role focuses on developing and maintaining the policies, standards, and processes that ensure data is trustworthy, consistent, and handled responsibly. The Senior Data and Governance Analyst also supports analytics work designing and delivering data analyses, visualizations, and reports that help the County understand what’s working, where gaps exist, and how to improve services for residents.
DISTINGUISHING FEATURES OF THE CLASS
The Senior Data and Governance Analyst is responsible for implementing and maintaining the data governance infrastructure that makes meaningful, reliable data use possible across the County. This work spans data standards, metadata management, data quality processes, data lifecycle management, data asset documentation, and compliance, and is carried out in close coordination with Information Technology (IT) and departmental subject matter experts. This role also works alongside the Senior Data Analyst to support analytics and data visualization needs. Strong organizational skills, the ability to work across departments, and a clear understanding of data privacy and compliance requirements are critical to success in this role. This position does not supervise staff.
DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
Data Governance
Data governance work will be carried out in coordination with IT, department data stewards, and other subject matter experts across the County.
Build out and maintain the County’s data governance framework, including policies and procedures that guide how County data is defined, documented, accessed, and used.
Drive solution design and execution of data governance efforts that span across platforms and departments to address enterprise data needs.
Assess AI/ML models, automation workflows, and advanced analytics use cases for risk, fairness, transparency, equity impacts, privacy considerations, and alignment with enterprise goals.
Monitor compliance with governance standards, identify gaps, and work with relevant stakeholders to resolve them.
Establish and maintain processes for identifying, triaging, and resolving data quality issues across County data assets, including working with data owners and stewards to define data quality standards and implementation strategies.
Maintain and expand the County’s data inventory and metadata repository, ensuring documentation is clear, current, and accessible.
Review project documentation, technical specifications, and vendor materials to identify compliance implications and ensure adherence to established standards.
Collaborate with County leadership, departments, and external partners to provide guidance, technical assistance, and subject-matter expertise on data governance, data ethics, and analytics best practices.
Represent the Integrated Data and Services Department in working groups, committees, and internal discussions related to data policy and governance.
Analytics and Data Visualization
Conduct analyses to help departments understand service delivery trends, operational patterns, and program outcomes.
Design and execute research projects using sound statistical and methodological approaches.
Translate complex findings into clear, actionable recommendations for diverse audiences.
Develop reporting tools that make complex data easier to understand and use.
Design intuitive data visualizations and dashboards that communicate insights clearly to different audiences, such as operational staff, leadership, and external partners.
Support data integration and pipeline development to enable analytics products and improve business processes.
Ensure data accuracy, privacy, and ethical use in line with Guilford County standards and applicable regulations.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
Demonstrated knowledge of and experience with design and implementation of enterprise data governance frameworks.
Extensive knowledge of and experience with data stewardship models and governance councils.
Knowledge of basic security and permission principles.
Extensive knowledge of and experience with dashboard design and automated reporting solutions using enterprise business intelligence tools (e.g., Power BI, Tableau, SAP).
Excellent written and verbal communication skills, including the ability to tell a clear story with data.
Strong project management skills or experience working in project-based environments.
Advanced analytical and statistical skills, including regression modeling, hypothesis testing, and causal inference methods.
Demonstrated ability to scope and manage analytics projects with cross-functional teams.
Demonstrated ability to develop technical documentation.
Proven ability to facilitate conversations and improve processes for data governance-related topics.
Strong ability to lead cross-functional initiatives involving policy, technology, and program leadership.
Ability to interpret and present findings to both technical and nontechnical audiences.
MINIMUM QUALIFICATIONS
Bachelor’s degree in public administration, public policy, public affairs, social work, information science, data science, statistics, or a related field and three to five years of experience that provides the necessary knowledge, skills, and competencies to perform the essential duties and tasks of this position. Education and experience should be clearly documented with demonstrated linkages to the essential duties and tasks of this position.
PREFERRED QUALIFICATIONS:
Master's degree in a related field.

Knowledge of security and privacy regulations outlined in the Health Insurance Portability and Accountability Act (HIPAA).
Proficiency in Python, R, or comparable languages and tools.
Experience with SQL and managing or building data pipelines.
Experience working in the public sector.
Advanced Power BI experience (data modeling, DAX, security, and performance optimization).
Familiarity with ArcGIS or spatial data concepts.
Physical Demands
An employee in this position must be able to physically perform the basic life operational functions of walking, fingering, grasping, talking, hearing, and repetitive motions. The employee must be able to perform sedentary work exerting up to 10 pounds of force occasionally to lift, carry, push, pull or otherwise move objects.
Working Conditions
Work consists of an office environment with no adverse environmental conditions.
May Require Driving
This position may require driving a County-owned or personal vehicle to conduct county business, including but not limited to attending conferences, meetings, or any other County-related functions. Motor Vehicle Reports may be verified to confirm a valid driver’s license and that the driving record is compatible with the County’s driving criteria. If a personal vehicle is operated for County business, proper insurance must be maintained as per Guilford County’s vehicle use policy.
