About the Role
Govplace is seeking a Contracts & Compliance Manager who can do more than administer paperwork. We need a high-ownership contracts and compliance professional with Federal IT contracting experience, strong commercial judgment, and the ability to improve how contracts, contract vehicles, renewals, repositories, approvals, reporting obligations, and compliance requirements are managed across the business.
This is a hands-on builder role. The right candidate will be comfortable operating in a fast-moving environment, finding gaps, creating structure, improving process discipline, and giving leadership clear visibility into contractual obligations, risks, renewals, vehicle requirements, and compliance status. This person must be practical, organized, commercially aware, collaborative, and motivated to help put the company ahead as it scales.

What Success Looks Like
- First 90 days: establish a baseline of active contracts, vehicles, partner agreements, customer agreements, reporting obligations, renewals, repositories, open risks, current approvals, and documentation gaps; create immediate leadership visibility into the highest-risk items.
- First 6 months: implement improved contract intake, review, approval, repository, renewal, compliance calendar, contract action log, and risk-reporting processes across Federal and commercial business activity.
- First 12 months: mature the contracts and compliance function into a scalable operating capability that supports growth, improves audit readiness, reduces contract leakage, strengthens vehicle discipline, and gives leadership reliable visibility into obligations, risk, and upcoming actions.
Required Qualifications
- 5+ years of experience in contracts management, contract administration, compliance management, or a related function within a Federal IT, technology reseller, systems integrator, managed services, public sector contracting, or similar technology-driven environment.
- Bachelor’s degree or equivalent practical experience in contracts, business, legal operations, finance, procurement, government contracting, compliance, or a related field.
- Hands-on experience managing Federal and commercial contracts, contract lifecycle activities, contract administration, repository organization, renewals, reporting obligations, compliance tracking, and documentation management.
- Experience with Federal procurement vehicles such as GSA MAS, GWACs, IDIQs, BPAs, NASA SEWP, NIH NITAAC/CIO-SP, DHS FirstSource, ITES, task orders, or similar public sector procurement vehicles.
- Experience reviewing and managing customer agreements, vendor agreements, subcontractor agreements, NDAs, teaming agreements, reseller agreements, SOWs, service agreements, purchase orders, amendments, and contract modifications.
- Working knowledge of contract risk, compliance obligations, flow-down requirements, approval controls, documentation standards, FAR/DFARS concepts, TAA/BAA, Section 889, and public sector contracting requirements.
- Strong judgment, accountability, written communication, organization, attention to detail, and ability to build practical processes in a changing environment.
- Ability to collaborate effectively with executives, finance, sales, proposals, operations, delivery teams, vendors, partners, customers, and external counsel when appropriate.
Preferred Qualifications
- Experience supporting a Federal technology VAR, reseller, systems integrator, managed services provider, distributor, OEM partner ecosystem, or professional services organization.
- Experience supporting capture, proposal, pricing, teaming, subcontractor selection, contract vehicle strategy, renewal management, and partner-led opportunity reviews.
- Familiarity with CMMC, NIST 800-171, FedRAMP/cloud-related requirements, supply chain risk, data security requirements, or other Federal technology compliance considerations.
- Experience with contract lifecycle management tools, SharePoint or Microsoft 365 repositories, Salesforce, DocuSign, workflow tools, or similar business systems.
- Advanced Microsoft Excel skills and the ability to create useful trackers, dashboards, matrices, action logs, and reports for leadership visibility.
- NCMA certification such as CFCM, CCCM, or CPCM; PMP certification; paralegal experience; or equivalent contracts/project management credential a plus.
- Ability to train small groups, drive process adoption, and influence cross-functional teams without unnecessary bureaucracy.
Work Authorization / Security Clearance Requirements
- The selected candidate must be authorized to work in the United States.
- The ability to meet government customer access requirements and obtain a security clearance may be required for this role.
Key Responsibilities
Contract Lifecycle Management
- Review, draft, redline, negotiate, organize, and manage Federal and commercial contracts and related documents, including NDAs, teaming agreements, subcontractor agreements, vendor agreements, reseller agreements, OEM/distributor agreements, customer agreements, purchase orders, task orders, amendments, SOWs, professional services agreements, and managed services agreements.
- Own and improve contract intake, review, approval, execution, storage, renewal, modification, and closeout processes so contracts move efficiently while maintaining appropriate risk controls.
- Review and help negotiate key business terms, including scope, pricing, payment terms, termination rights, indemnity, limitation of liability, warranty, data security, confidentiality, intellectual property, insurance, service commitments, and flow-down requirements.
- Partner with finance, sales, proposals, and delivery teams to help ensure contract terms align with margin, cash flow, invoicing, revenue recognition, delivery commitments, customer expectations, and operational feasibility.
Federal Contract Vehicles & Public Sector Compliance
- Support Federal contracting activity involving vehicles such as GSA MAS, NASA SEWP, NIH NITAAC/CIO-SP, DHS FirstSource, ITES, GWACs, IDIQs, BPAs, agency contracts, task orders, and other public sector procurement vehicles.
- Track and manage vehicle-level obligations, reporting requirements, fee obligations, renewal dates, modifications, scope limitations, customer commitments, subcontractor obligations, and OEM/distributor requirements.
- Support capture, proposal, and sales teams by validating vehicle fit, contract rules, required documents, flow-down obligations, partner commitments, compliance risks, and exceptions before submission, award, or execution.
- Interface professionally with contracting officers, contract vehicle owners, prime contractors, subcontractors, OEMs, distributors, teaming partners, and customers when required.
Compliance, Governance & Risk Management
- Create and maintain contract trackers, renewal calendars, compliance matrices, reporting schedules, risk registers, contract action logs, and leadership summaries that provide clear visibility into status, risk, ownership, and next steps.
- Support internal audits, compliance reviews, customer reporting obligations, documentation requests, deliverable tracking, contract file reviews, and audit-readiness activities across Federal and commercial operations.
- Monitor and help manage contract-specific compliance obligations, including FAR/DFARS clauses, flow-down requirements, representations and certifications, TAA/BAA requirements, Section 889, cybersecurity/data-security obligations, supply chain risk considerations, and other customer or vehicle requirements.
- Escalate contract and compliance risks early, clearly, and with recommended options so leadership can make informed business decisions.
Process Improvement & Operational Enablement
- Evaluate existing contracts and compliance processes, identify gaps or inefficiencies, and implement scalable solutions that improve accountability, speed, organization, accuracy, and execution.
- Rebuild and maintain the company’s contract and compliance repository so agreements, renewals, modifications, reporting documentation, compliance records, approvals, and supporting files are accurate, current, organized, and accessible to authorized stakeholders.
- Develop and improve contract governance procedures, approval workflows, document control standards, reporting cadences, contract templates, review checklists, playbooks, and internal operating procedures.
- Train and support sales, proposals, operations, finance, delivery, and leadership teams on contract routing, approval requirements, documentation standards, vehicle rules, compliance expectations, and escalation paths.
