Job Title: Weatherization Program Manager
Job Summary: This position is responsible for the management of our Weatherization Department of Outagamie County Housing Authority. The Program Manager works closely with the Executive Director of Outagamie County Housing Authority. In this position, they will perform administrative, managerial, and supervisory work related to the management, administration, and operation of all fiscal and administrative activities such as accounting, budgeting, payroll and personnel and data processing for Weatherization. Compensation: Full-time, $37.00-$39.00 per hour salary based on experience to start. Includes a full benefits package of health and dental insurance, Wisconsin State Retirement, prorated vacation 1st year, paid holidays, sick time accrual. 6-month probationary period.
Schedule: Full Time 40 hrs. per week. Regular business hours are Monday through Thursday, 7:00 am to 5:30 pm.
Supervisory Responsibilities: Supervises a team of 8-10 Weatherization program specialists and admin positions.
Reports to: Outagamie County Executive Director.
Duties and Responsibilities:
The Program Manager oversees the planning, execution, performance, and compliance of the Weatherization Department at Outagamie County Housing Authority, ensuring alignment with program and organizational objectives. Key responsibilities include:
- Lead, mentor, and motivate team members, fostering a collaborative and high-performance work environment. Identify challenges, analyze root causes, and implement strategic solutions to enhance operational efficiency. Monitor program performance using key metrics and adjust strategies as needed.
- Serve as the primary liaison between employees, contractors, residents, ensuring clear communication and alignment of expectations.
- Develop and maintain positive public relations and communications in the community through relationship building and networking with community leaders, collaborating partners, legislative members, funders, as well as supports activities that strengthen program recognition at the local, regional, state and federal level.
- Drive continuous improvement initiatives, leveraging feedback and data-driven insights.
- Develop and manage a complex program budget, resources, and timelines effectively to ensure successful program delivery.
- Accurately and efficiently generate and submit weekly, monthly, quarterly, annual reimbursements/reports to appropriate funder.
- Oversee federal and state reporting and compliance requirements.
- Represent the organization and program at various community and outreach events to provide program education to potential clients.
- Oversee management of inventory, vehicle fleet, etc.
Required Skills and Abilities:
- Some secondary education preferred.
- Three to five years of experience in Weatherization Program, construction project, and/or people management or an equivalent year-for-year combination of education and experience in related fields.
- Strong people management skills with the ability to motivate and develop teams, manage conflict, and provide strong leadership to a diverse group. Strong emotional intelligence skills are a must.
- Excellent and creative problem-solving capabilities. Ability to adapt to changing priorities and navigate complex challenges.
- Proficiency in project management tools and methodologies.
Ability to communicate effectively verbally and in writing; strong interpersonal communication skills and technical writing ability.
- Must be detail-oriented in maintaining documentation and ensuring complex program requirements are consistently followed by a number of project recipients.
- Self-motivated, can work independently, be proactive, and manage assertively.
- Maintain professional knowledge and skills by attending relevant workshops, training and conferences; review professional materials and literature.
- Maintain a strong sense of professionalism, integrity, and a public-service attitude and foster these qualities in your team.
Performance Measurements:
- Ensure subordinates meet or exceed established deadlines/goals.
- Meet established budget projections in accordance with Program and Agency set budgets.

- Submits accurate and timely reports to necessary partners, when required or requested.

Travel is a requirement of this position. Possession of a valid driver’s license is required. This position is responsible for overall site operations and team process management, including performance measurement, training and or coordination of training for all staff, management of subcontracts, public education, public awareness, community and provider relations, program review and quality oversight.
Physical Requirements: This position requires sitting at a desk or in meetings for extended periods of time, regularly walking and standing, occasionally lifting, carrying, pushing, pulling or otherwise moving objects weighing up to 30 lbs.

Work Location: In person
