We are seeking an experienced and autonomous Fractional / Part-Time HR Manager to lead and optimize our human resources operations. This role is designed for a seasoned HR professional who can hit the ground running, take full ownership of the HR function, and provide strategic yet practical guidance as we scale.
This is a part-time position requiring 15 to 20 hours per week with a highly flexible schedule. You will have the autonomy to establish modern HR workflows, ensure compliance, and manage our talent pipeline efficiently.
Key Responsibilities
- End-to-End Talent Acquisition: Own the recruitment lifecycle for key and professional roles—from optimizing job descriptions and sourcing high-quality candidates to conducting initial screenings and managing offer negotiations.
- Onboarding & Employee Lifecycle: Design and execute a structured, seamless onboarding process to integrate new hires quickly and effectively. Handle employee relations and offboarding professionally.
- Payroll & Benefits Oversight: Partner with our finance team/accounting to oversee and approve payroll runs and benefits administration, utilizing cloud-based HRIS platforms.
- HR Process Optimization: Evaluate current tools and workflows, introducing automation or better systems where necessary to keep HR operations lean and scalable.
- Compliance & Risk Management: Conduct a thorough review of current practices to ensure full compliance with federal, state, and local labor laws. Maintain and update the employee handbook and company policies.
Qualifications & Requirements
- Experience: 5+ years of hands-on HR experience, with a proven track record in an HR Manager, HRBP, or standalone Generalist role. Prior experience managing the HR function for growing small-to-medium businesses (SMBs) or lean teams is required.
- Expertise: Deep, practical knowledge of core HR infrastructure, employee relations, and employment standards.
- Soft Skills: Exceptional judgment, absolute discretion, and the ability to operate as a trusted advisor to leadership with minimal supervision.
- Language: Bilingual proficiency in Chinese/English is highly valued
Pay: $20.00 - $40.00 per hour
