Exempt, Temporary, Full-Time, Non-Civil service appointment. The purpose of the Environmental Management Infrastructure Project (EMIP) is to support the implementation and ensure capacity to implement environmental recovery projects, after disasters and emergencies to protect Hawaii’s water, land and air and mitigate their impact on public health. These environmental and public health protection efforts include managing traditional environmental pollutants and hazards.
The purpose of this position is to provide fiscal support to Water Pollution Control Revolving Fund (WPCRF) and Drinking Water Treatment Revolving Loan Fund (DWTRLF) programs, analyze fiscal data, prepare special reports, provide advisory services, and perform other duties as required to carry out the financial aspects of assigned statewide wastewater and drinking water management programs.
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
EXPERIENCE: Two and one-half (2 ½) years of specialized work experience in the use of GAAP and GAGAS which demonstrates possession of knowledge and ability required to analyze data, detect errors, and correct inconsistencies in accounting records.
SUBSTITUTION ALLOWED: 1. Bachelor’s degree including minimum 24 semester credit hours in accounting subjects from an accredited college or university may be substituted for one-half (½) year of accounting experience.
2. Master’s degree in accounting or master’s degree with equivalent accounting course work from an accredited college or university may be substituted for one and one-half (1 ½) years of accounting experience.
3. Valid Hawaii Certified Public Accounting Certificate or equivalent will be deemed to have met the basic education and one and one-half (1 ½) years of accounting experience.
LICENSE: Applicable certificates in financial or accounting fields with national recognitions is preferred. Possession of a valid license to operate a motor vehicle in the State of Hawaii is preferred.
