Job Description and Duties

Are you a passionate, self-driven Business Services Professional? The Secretary of State’s office is recruiting to fill a permanent, full-time Manager I in the Business Operations Bureau (BOB). Under the general direction of the Chief, of the Business Operations Bureau, the incumbent provides oversight (e.g., planning, directing, implementing) to the multi-faceted BOB units. This position will offer a level of hybrid schedule but will require the incumbent to report to the office.

As the Business Services Manager, the incumbent is responsible to make independent sound decisions to guide and manage the provisions of business services in accordance with State laws, policies and programs for the Secretary of State. The incumbent has significant responsibility formulating and administering program and departmental policies; plans, organizes and directs the activities of the bureau sections to ensure agency management needs are met. The incumbent is responsible to provide program management and technical direction over key business services management functions. Plan, organize and direct building management, physical security, asset management, non-information technology procurement, etc. within the bureau.

Leadership & Oversight: Provide management oversight of technical and analytical staff, overseeing three Supervisor I positions. Serve as the program manager overseeing specialized human resource management disciplines that support the strategic efforts of the Secretary of State’s office to meet the agency’s mission. Create a sense of direction by guiding and managing the provisions of human resources services in accordance with State and Federal employment laws, policies and programs for the Secretary of State. Lead business services practices and objectives that will provide an employee-oriented, high-performance culture; oversees implementation of business services programs through business services staff. Formulates policy concepts that may be of minimal to high consequence and agency-wide impact to be reviewed by the Chief, Business Operations Bureau and Chief, Management Services Division.

Consultation and Management Advisor: Assume responsibility for decisions that influence process improvements and recommend business services policies and objectives for the organization with regard to employee relations. Determines and recommends policy concepts related to building oversight and security that may be of minimal to high consequence with agencywide impact to be reviewed by the Chief, Business Operations Bureau and Chief, Management Services Division. Performs the more complex and technical business services assignments and personally responds to the more unusual and critical problems or issues.
