PAIX LLC is seeking a highly motivated and detail-oriented Junior Emergency Management Analyst to join our team on-site at Capitol Hill, Washington, D.C. This position supports the Architect of the Capitol (AOC) Capitol Hill Emergency Management Support (CHEMS) contract. The ideal candidate will play a critical role in supporting the AOC's emergency management program and ensuring the safety and preparedness of Capitol Hill.
Responsibilities
As a key member of our team, you will provide on-site support to the AOC's emergency management program. Your core responsibilities will include:
- Interpersonal Skills: We require a professional demeanor with maturity, patience, and composure, demonstrating strong communication skills both orally and in writing. You will actively collaborate with cross-functional teams, providing regular updates to team members, government leadership, and stakeholders to ensure program goals are met.
- Adaptability: The ability to manage multiple priorities and adjust to changing project requirements and deadlines in a fast-paced environment is essential.
- Emergency Planning and Documentation: Assist in the development, review, and maintenance of emergency action plans, standard operating procedures, and other critical documentation. Ability to assist with emergency management issues, work collaboratively with diverse groups on complex projects, and to communicate effectively orally and in writing.
- Serve as a Watch Stander: Provide situational awareness briefings and reports from the interim Emergency Operations Center (EOC). You will triage open-source information to enhance the situational awareness of AOC leadership and staff.
- Operational Support: Support the EOC with surge staffing during planned or unplanned events, such as National Special Security Events (NSSEs) or severe weather. This may require work outside of regular business hours, including nights, weekends, and federal holidays.
- Collaboration and Communication: Actively liaise with AOC's emergency coordinators, government leadership, and stakeholders to achieve program goals. You will provide constructive feedback and collaborate with cross-functional teams to ensure clear communication and a cohesive approach to emergency management. Manage multiple priorities and adjust to changing project requirements and deadlines in a fast-paced environment.
- Risk Analysis and Research: Conduct research and data analysis to identify potential hazards, risks, and vulnerabilities. Must be able to interact appropriately across the AOC mission areas to collect and identify risk areas and training opportunities.
- Training, Testing, and Exercises (TT&E): Support the TT&E specialist in developing and maintaining a training and exercise calendar. This includes preparing exercise plans, observing drills and exercises, and drafting after-action reports and corrective action plans. Assist in testing, training, and exercises to evaluate the effectiveness of the AOC preparedness program.
- Logistics: When required, assist with the inventory validation of emergency supplies and help maintain and update emergency contact lists and resource inventories.
Qualifications
- Two (2) to four (4) years emergency management experience with at least one (1) year in emergency management training, testing, and exercise experience.
- Two plus (2+) years of experience and familiarity with FEMA’s Incident Command System (ICS), or formal training in any Emergency Management discipline.
- Must possess certifications in IS-100 (Introduction to the Incident Command System), IS-200 (Incident Command System for Initial Response), and ICS-300 (Intermediate ICS for Expanding Incidents) or able to attain certifications within 120 days of contract start.
- Associate’s Degree required. A specialization in Emergency Management or a related field is preferred.
- Knowledge of Federal, State, and local emergency management procedures, laws, and regulations.
- Experience coordinating across multiple offices and jurisdictions.
- Excellent written and oral presentation skills.
- Proficiency with Microsoft Office software including MS Word, MS Excel, MS PowerPoint and SharePoint.
Desired Skills/Knowledge
- Prior experience as an EMT, firefighter, or in a similar emergency services role is considered a strong plus.
- Familiarity with WebEOC, Blackberry Adhoc, or similar alert/notification systems and other communications equipment.
- Previous experience with Homeland Security Exercise and Evaluation Program or similar training experience.
- Experience in developing detailed master exercise and training schedules.
- Previous instructor – facilitator experience.
Hours: Core business hours are 6:00 am to 6:00 pm. On-site presence is required.
Security Clearance Requirements: Candidate must be able to obtain a public trust and pass a United States Capitol Police background check. Contractor employees shall also complete a contractor badging request form.
