Job Overview
We are seeking a dedicated and detail-oriented HQS (Housing Quality Standards) Inspector to join our team and ensure the safety, quality, and compliance of housing units within our community. As an HQS Inspector, you will play a vital role in maintaining high standards for affordable housing programs, including Section 8 and LIHTC (Low-Income Housing Tax Credit), by conducting thorough inspections, collaborating with property owners, tenants, and community partners. Your expertise will help support underserved populations, promote fair housing practices, and uphold regulatory requirements. Duties
- Conduct comprehensive inspections of residential units to verify compliance with Housing Quality Standards (HQS), Fair Housing regulations, and local building codes.
- Assess property conditions including plumbing, electrical systems, heating/cooling units, safety features, and overall habitability.
- Document inspection findings accurately using property management software such as Yardi or OneSite; prepare detailed reports for review.
- Collaborate with landlords, property managers, tenants, and social service agencies to address deficiencies and facilitate necessary repairs or improvements.
- Negotiate timelines for repairs with property owners while ensuring compliance with program requirements.
- Provide crisis intervention and support to high-risk populations during inspections when needed, including mental health or addiction-related issues.
- Educate landlords and tenants about housing assistance programs, Landlord-Tenant Law, Fair Housing regulations, and other relevant policies to promote understanding and compliance.
Skills
- Strong knowledge of Housing Quality Standards (HQS), Landlord-Tenant Law, Fair Housing regulations, and local building codes.
- Experience working with individuals from underserved communities and supporting high-risk populations with mental health conditions or addiction challenges.
- Excellent negotiation skills to coordinate repairs and resolve compliance issues effectively.
- Proficiency in property management software such as Yardi or OneSite; familiarity with case management tools is a plus.
- Skilled in crisis management techniques including crisis intervention and motivational interviewing to support residents in distress.
- Knowledge of LIHTC (Low-Income Housing Tax Credit), Section 8 housing assistance programs, and related federal/state regulations.
- Ability to communicate clearly and professionally with diverse stakeholders including landlords, tenants, social workers, and community partners.
- Strong organizational skills with attention to detail for inspection documentation and reporting purposes.
