This position is located in the Veterans Services Division of the Oakland District Office and is responsible for assisting and representing veterans, their dependents and survivors, by filing claims and decision review requests, evaluating and developing case files, and following up on pending claims for benefits administered by the United States Department of Veterans Affairs (USDVA). The ANALYST II also prepares for and represents claimants and appellants at hearings before the local USDVA and the Board of Veterans Appeals (BVA).

Special Requirements

The incumbent must attain and maintain USDVA accreditation in accordance with Title 38 of the U.S. Code and the Code of Federal Regulations (CFR) within six months of employment, and be able to independently make decisions and recommendations on behalf of CalVet and the veterans we represent before the USDVA and the BVA. The incumbent must also complete the requirements necessary to acquire and maintain access to USDVA systems.

Veterans may qualify for a CalVet Veterans Hiring Preference. Military service must be included in the Employment History section of the Employment Applications (STD. 678). The application package must include documentation of discharge, appropriate to the branch of service. The documentation must reflect a discharge/release under conditions other than dishonorable. If the candidate fails to include this information then the CalVet Veterans Hiring Preference shall not be granted in the recruitment.

Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available). SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

Can you explain any experience you have with working in a public contact setting which may include communication with clients in person, on the telephone and in writing?

What experience do you have with analyzing information to include applying statutes and regulations in order to determine if client is eligible or entitled to benefits?

Can you describe your experience working with multiple computer systems and programs, including web-based applications to submit electronic claims, manage cases, and track productivity?

What knowledge or experience (any capacity) do you have working with multiple organizations such as Federal, State, local and/or non-governmental agencies?
