Why does the job exist?
This position performs advanced-level technical functions for the Environmental Health Bureau, with primary responsibility for permitting, inspections, outreach, and technical assistance across the Bureau's three core programs: Food Safety, Liquid Waste, and Aquatics. The position provides direction and technical guidance to management and staff in the collection and reporting of district performance measures, serves as a safety liaison, mentors staff, coordinates workloads, and ensures inspections of installations and facilities are completed within established time frames. Responsibilities include observing operational procedures, evaluating installation and facility requirements, and determining regulatory and permit compliance for all assigned programs.
How does it get done?
- Conduct inspections of food establishments, liquid waste systems, public aquatic facilities, and temporary events to ensure compliance with environmental health regulations. Maintain accurate inspection records
- Investigate complaints, document findings, and implement appropriate corrective actions
- Review plans and applications, conduct plan reviews, and issue permits for regulated facilities in accordance with applicable laws and regulations. Maintain accurate permitting records
- Perform regulatory enforcement activities, including inspections, enforcement actions, responses to food recalls. Maintain accurate enforcement records.
- Provide technical guidance and regulatory assistance to regulated facilities, contractors, local governments, and the public
- Mentor and provide technical support to staff on complex inspections, permitting, and enforcement issues
- Participate in ongoing professional development, agency training, public outreach, education, training, and community engagement activities to promote environmental health and voluntary compliance

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Work is performed in both an office setting and outdoors, with considerable travel to field locations, for meetings, trainings, and to permit and inspect facilities to enforce regulatory rules. Occasional weekend work may be required.
