Position Summary
The Program Manager provides leadership, coordination, and oversight for the organization’s programs and services. Reporting directly to the Executive Director, the Program Manager is responsible for ensuring that programs are implemented effectively, achieve established goals and outcomes, remain compliant with grant and contractual requirements, and reflect the mission and values of the organization.
The Program Manager will supervise and support program staff, coordinate program operations, monitor deliverables and performance measures, strengthen community partnerships, and assist with grant implementation, reporting, and program evaluation. The ideal candidate is a collaborative and highly organized nonprofit professional with experience managing multiple programs, supervising staff, working with community partners, and ensuring accountability for program outcomes.
Essential Duties and Responsibilities
Program Management and Implementation
- Oversee the day-to-day implementation of assigned programs, contracts, grants, and community initiatives.
- Develop and maintain program work plans, timelines, goals, deliverables, and performance benchmarks.
- Ensure programs are implemented in accordance with organizational policies, funding requirements, grant agreements, and contractual obligations.
- Monitor program progress and identify challenges, service gaps, and opportunities for improvement.
- Coordinate program activities across multiple initiatives to ensure consistency, efficiency, and quality of services.
- Develop systems and procedures that strengthen program implementation and organizational effectiveness.
- Ensure services are delivered in a culturally responsive, community-centered, and accessible manner.
Staff Supervision and Leadership
- Provide direct supervision, coaching, and support to assigned program staff.
- Establish clear expectations, assignments, work plans, and performance goals for program team members.
- Conduct regular staff meetings, individual supervision meetings, and performance reviews.
- Support staff professional development and identify appropriate training opportunities.
- Promote collaboration, accountability, effective communication, and a positive organizational culture.
- Work with the Executive Director to address staffing needs and strengthen program capacity.
Grant, Contract, and Compliance Management
- Monitor program requirements associated with government contracts, foundation grants, corporate grants, and other funding sources.
- Maintain accurate documentation of program activities, participant services, outcomes, and deliverables.
- Ensure timely completion of narrative reports, program reports, and other required documentation.
- Coordinate with administrative and fiscal staff to monitor program budgets and expenditures.
- Identify potential compliance concerns and communicate them promptly to the Executive Director.
- Assist with preparation for monitoring visits, audits, grant reviews, and funder evaluations.
Data, Evaluation, and Reporting
- Develop and maintain systems for tracking program participation, services, outcomes, and impact.
- Review program data regularly to evaluate progress toward established goals.
- Ensure program staff maintain complete, accurate, and timely participant records and program documentation.
- Analyze quantitative and qualitative information to identify program trends and areas for improvement.
- Prepare program summaries, dashboards, reports, presentations, and other materials for the Executive Director, Board of Directors, funders, and community partners.
- Support the development of impact stories and other documentation demonstrating program effectiveness.
Community Partnerships and Outreach
- Represent the organization at community meetings, collaborative tables, conferences, and other external activities as assigned.
- Develop and maintain relationships with nonprofit organizations, government agencies, educational institutions, service providers, community leaders, and other stakeholders.
- Coordinate collaborative programming and referrals with partner organizations.
- Identify opportunities to expand the organization’s reach, partnerships, and community impact.
- Ensure outreach and program activities remain responsive to the needs of the populations served.
Organizational Leadership
- Work closely with the Executive Director to advance organizational priorities and strategic goals.
- Provide regular updates to the Executive Director regarding program performance, staffing, deliverables, challenges, and emerging needs.
- Participate in organizational planning, management meetings, and strategic initiatives.
- Assist with the development of funding proposals, program descriptions, scopes of work, and program budgets.
- Support the Executive Director in identifying opportunities for program development, sustainability, and expansion.
- Participate in organizational events, community activities, and special projects as needed.
- Perform other duties consistent with the responsibilities of the position.
Minimum Qualifications
Candidates must meet the following minimum qualifications:
- Bachelor’s degree from an accredited college or university in nonprofit management, public administration, social work, sociology, education, ethnic studies, business administration, public policy, or a related field.
- Minimum of three (3) years of progressively responsible professional experience in nonprofit management, program management, community-based services, or a closely related field.
- Demonstrated experience managing programs, projects, grants, or contracts.
- Experience supervising, coordinating, or providing leadership to staff, interns, volunteers, or project teams.
- Experience working with diverse communities and community-based organizations.
- Demonstrated ability to manage multiple projects, deadlines, priorities, and deliverables simultaneously.
- Experience collecting, tracking, analyzing, and reporting program data.
- Strong written and verbal communication skills.
- Strong organizational, problem-solving, and project-management skills.
- Proficiency with Microsoft Office, Google Workspace, databases, spreadsheets, and other program-management technology.
- Ability to work independently while maintaining close communication and accountability to the Executive Director.
- Ability to exercise sound judgment and maintain confidentiality regarding organizational and participant information.
Preferred Qualifications
- Master’s degree in nonprofit management, public administration, social work, education, public policy, or a related field.
- Five or more years of nonprofit or community-based organization experience.
- Experience managing government-funded programs or foundation grants.
- Knowledge of grant compliance, contract deliverables, program evaluation, and nonprofit budgeting.
- Experience preparing grant reports, proposals, and scopes of work.
- Experience working with immigrant, low-income, historically underserved, or culturally diverse communities.
- Experience building partnerships with governmental agencies, nonprofit organizations, educational institutions, and community stakeholders.
- Bilingual or multilingual skills relevant to the communities served by the organization, particularly English and Spanish, are highly desirable.

Compensation
The annual salary range for this position is $60,000–$75,000, depending on qualifications, education, and relevant professional experience.

Work Environment and Schedule
This is a full-time position. The Program Manager may be required to attend occasional evening or weekend meetings, community events, workshops, or organizational activities. Local travel may be required to attend meetings, conduct outreach, visit program sites, or participate in community events.
