Job Position: Technical Order Librarian Clerk (TOLC)

Summary:
VCT is seeking a Technical Order Librarian Clerk (TOLC) to support a military squadron by providing technical publication and administrative services in support of Commander, Naval Air Forces (CNAF). This position supports aviation maintenance operations by managing technical publications, ensuring compliance with applicable directives, and maintaining accurate and current technical order libraries in accordance with Navy and NAVAIR requirements.
Task and Responsibilities:
- Use subject-matter knowledge and sound judgment to complete assignments involving multiple steps with varying procedures and priorities.
- Select appropriate methods to complete tasks and refer issues that cannot be resolved through standard guides, manuals, or procedures.
- Perform clerical duties, including filing pre-coded documents in chronological order, maintaining office organization, and operating standard office equipment (e.g., copier, printer, scanner).
- Provide “O”-Level maintenance support by maintaining the Central Technical Publications Library (CTPL).
- Conduct library audits and process all revisions, changes, and Interim Rapid Action Changes (IRACs) and Electronic Rapid Action Changes (ERACs), including saving and updating Portable Electronic Maintenance Aids (PEMAs).
- Update PEMAs, weekly IRAC logs, and Technical Directive (TD) trackers as required.
- Upload and maintain updates within the Automated Logistics Environment (ALE).
- Perform Dispersed Technical Publications Library (DTPL) audits and conduct training as required.
- Organize and operate libraries of technical publications, reports, and maintenance data in accordance with COMNAVAIRFORINST 4790.2 (series).
- Maintain master aircraft technical orders, publication inventories, and both master and satellite repositories using manual and automated systems.
- Review automated indexes to establish and update initial distribution requirements and effective dates for assigned systems.
- Track and document receipt of Technical Directives and provide database and system analysis support as required.
- Provide library services in direct support of aircraft and weapons system maintenance activities.
- Greet visitors and respond to inquiries regarding office procedures and policies.
- Perform other job-related duties as assigned by the Site Manager or Assistant Site Manager.
Required education/skills background:
- Must possess an active Secret Security Clearance or be able to obtain and retain one.
- Must be authorized to work in the United States
- Preferred minimum of two (2) years of related experience.
- Completion of Aeronautical Technical Publications Library Management (C-555-0007) or preferred equivalent training.
- Working knowledge of COMNAVAIRFORINST 4790.2 (series) and NAVAIR 00-25-100 policies, methods, and technical publications.
- Proficient in using Microsoft Office applications (i.e., Access, Word, Excel, PowerPoint, and Outlook)
- Strong attention to details and organization skills
- Excellent written and verbal communication

- Ability to maintain effective working relationships, professional demeanor, and attitude.
- Must be dependable.
- Strong time management skills.
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- Attendance and Reliability: Regular and reliable attendance is an essential function of this position.
Work Environment/Physical Requirements:
- Primarily office environment.
- Infrequent work in hangar or flight line areas, which may be noisy.
- May be exposed to moderate environmental conditions such as heat, cold, or wind.
- May be required to wear personal protective equipment when entering hazardous areas.
- Ability to sit for extended periods and perform repetitive motions (e.g., keyboarding).
- Noise levels are typically moderate but may be loud near aircraft parking areas
Compensation and Benefits
This position is union-represented and subject to the applicable Collective Bargaining Agreement (CBA)
- Position Type: Full-Time
- Classification: Non-Exempt
- Work Schedule: Monday through Friday, eight (8) hours per day. Evenings or weekends may be required based on operational needs.
- Base Rate: $26.88 per hour
- Health & Welfare: $6.00 per hour
