What We Are Looking For:
The HQS Inspector is responsible for conducting Housing Quality Standards (HQS) inspections for the Housing Choice Voucher (HCV) Program to ensure compliance with HUD regulations and HACA policies. This position works closely with landlords, property owners, management companies, and program participants to maintain safe, decent, and sanitary housing throughout Buncombe County.
The ideal candidate is organized, detail-oriented, customer-focused, and capable of managing a high-volume inspection schedule while exercising sound judgment and maintaining positive working relationships with residents and property owners.
In this Role, You Will:
- Conduct initial, annual, special, and re-inspections of Housing Choice Voucher units for compliance with HUD Housing Quality Standards.
- Document inspection findings and communicate results to landlords and residents.
- Notify owners and tenants of deficiencies and required corrective actions within HUD-established timeframes.
- Determine responsibility for HQS violations based on HUD regulations and inspection findings.
- Recommend contract rents and rent increases by conducting rent reasonableness analyses.
- Investigate and document owner and resident complaints and coordinate with appropriate HACA staff.
- Process abatements or housing assistance terminations when units fail required re-inspections.
- Maintain accurate inspection records and complete required correspondence, data entry, and documentation.
- Prepare monthly performance reports and maintain organized inspection files.
- Provide exceptional customer service while enforcing program requirements professionally and consistently.
- Travel throughout Buncombe County to perform inspections.
- Perform other duties as assigned to support Housing Choice Voucher operations.
What You Need:
- Associate's degree or Bachelor's degree in Human Services or a related field, or an equivalent combination of education and experience.
- Two (2) to three (3) years of experience working with residents, housing programs, property management, inspections, or a related field.
- Ability to successfully complete Nan McKay Housing Quality Standards (HQS) Certification within 60 days of hire.
- Knowledge of HUD Housing Quality Standards, housing regulations, or the ability to quickly develop expertise.
- Strong organizational, documentation, and time management skills.
- Excellent interpersonal, communication, and customer service skills.
- Ability to work independently while managing multiple priorities.
- Proficiency with Microsoft Office and computer-based recordkeeping systems.
- Valid North Carolina driver's license, reliable transportation, and required automobile liability insurance.
- Ability to walk several miles daily, climb stairs, bend, stoop, and carry inspection equipment while conducting field inspections.
Physical Requirements:
This position requires the ability to perform inspections in a variety of residential settings throughout Buncombe County. The employee must be able to walk up to 3–5 miles per day, climb stairs, bend, stoop, kneel, and carry inspection equipment weighing up to 10 pounds. The position also requires the ability to safely operate a motor vehicle, work both indoors and outdoors in varying weather conditions, and accurately identify housing deficiencies while conducting detailed inspections.
