Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
The Center for Military and Veterans Education’s (CMVE) Benefits Processing Office (BPO), located at the Virginia Beach campus, will support the CMVE/Veterans Affairs Offices by providing accurate and timely processing of enrollment certifications.
Functional Responsibilities:
- Review incoming ECR forms for certification in accordance with the Dept. of Veterans Affairs and State Approving Agency.
- Process/certify enrollment certifications using Enrollment Manager software. Responsible for all initial certifications for students using the various GI Bill®.
- File records of enrollment certifications via ImageNow/Perceptive content.
- Send email communications to students for classes that cannot be certified for benefits explaining why and the next steps the student needs to take to get classes certified.
- Set up/update the Enrollment Certification Request (ECR) gravity form (used by TCC students) each term.
- Set up/update Enrollment Manager for certifications for new terms and new programs.
- Monitor and respond to students through several global email accounts on a daily basis.
- Collaborate with OIS to place mass “holds” that prevent students from being dropped due to non-payment for those using Post 9/11 GI Bill/CH33.
- Process (approve or disapprove) purchase orders from Tungsten. Collaborate with Veterans Readiness and Employment (VR&E) counselors to facilitate certifications for CH31 students. Prevent CH31 students from being dropped due to non-payment.
- Collaborate with CMVE Office staff for VMSDEP processing of benefits.
- Review and adjust DND (do not drop) holds throughout the term.
- Review outstanding CH33 tuition payments each term; provide status of these accounts to the business office throughout the term. Contact Dept. of Veterans Affairs as needed to reconcile accounts.
- Review certifications done by CMVE staff for quality and completeness.
- Assist campus staff with processing drops and withdrawals, graduations, suspensions, last date of attendance and all other mandated reporting requirements.
- Coordinate with CMVE staff for advising issues, i.e. Placement test results, self-placement, pre-admissions programs.
- Assist in training campus staff and work study students in submitting the enrollment certification request forms.
- Review all processes for continuous improvement.
- All other duties as assigned.
Minimum Qualifications:
- Able to accurately and quickly certify enrollments, adjustments, amendments and terminations using Enrollment Manager software.
- Understand the various components involved with certifying enrollment for GI Bill ® benefits.
- Excellent communications skills; oral and written.
- Ability to promote collaboration and team-work in a student-centered environment.
- Strong analytical skills.
- Proficient computer skills to include Microsoft Office suite, Outlook, Google Docs, VA-Once, Tungsten, and other technology used at the college.
- Ability to read and interpret regulations.
- Ability to work independently.
- Extensive knowledge of the Federal and State education benefits available, and the policies and procedures associated with each one.
- Ability to read, interpret, and implement Department of Veterans Affairs and State Approving Agency regulations pertaining to education benefits.
- Ability to read, interpret and implement Virginia Community College System and Tidewater Community College’s policies and procedures.
Within 1 month of hire, selected candidates must become a School Certifying Official by completing the initial online training provided by the Dept. Of Veterans Affairs, as well as, complete all subsequent yearly professional development requirements as mandated by the Dept. of Veterans Affairs.
