Job Description
- Consult with managerial personnel to develop recruitment strategy based on broad knowledge of internal, external, and special hiring authorities.
- Conduct job analysis and develop specialized experience statements and assessment tools, which include specific descriptive requirements and responsibilities of positions; recruitment from the general public (Delegated Examining) will be conducted by individual certified by the Office of Personnel Management (OPM) to conduct Delegated Examining (DE).
- Use model assessment tools when appropriate.
- Post vacancy announcements that include required information and elements.
- Review candidates for eligibility, qualifications, and Veterans' Preference and make proper annotations in the automated staffing system; issue certificate of eligibles to management officials.
- Conduct Quality Review (QR) of staffing case files prior to extension of an employment offer; verify that candidate meets all eligibility and qualification requirements prior to appointment.
- Perform general, specialized or targeted outreach recruitment efforts; develop vacancy announcements using USA Staffing (USAS) automated staffing tool for posting on USAJobs; respond to inquiries from supervisors and candidates; screen applications to determine basic eligibility and qualifications, rate and rank applicants, coordinate rating panels; issue certificates to include printing of candidate information when necessary; prepare notices of results to candidates; issue certificate of eligibles, and draft or assist in the development of standard job aids in support of USAS and USAHire and related staffing and recruitment services.
- Performance shall be in accordance with Agency policies, USAS procedures, and applicable Federal regulations, laws, and procedures.
Job Requirements
- Must have experience posting vacancy announcements utilizing USAS and be familiar with USA Hire and other second hurdle assessment options.
- Must be Delegated Examining (DE) certified and have a minimum of five (5) years of Federal Government staffing experience.
