Job Title: Director of Exceptional Student Services

Summary: The Director of Exceptional Student Services has overall responsibility for the management and administration of the Special Education Department. This person develops, maintains, and directs programs and services as required to carry out school system responsibilities regarding the identification, location, and evaluation of each student suspected to have disabilities and/or exceptionalities, and personnel in providing, or causing to be provided, a free appropriate public education to each eligible exceptional student. Provide high quality service for all eligible entities as a member of the District Leadership Team.
Essential Duties and Responsibilities:

Works with the personnel in developing and maintaining procedures to assure school system compliance with federal, state and local requirements including procedural safeguards and confidentiality regarding exceptional students.

Directs the development and implementation of procedural safeguards for exceptional students.

Directs the developmental and maintenance of systems which monitor the identification of special student needs and implementation of educational programs to meet those needs in order for the school system to monitor effectiveness and efficiency of services.

Directs a system for complaint management and investigation, pupil appraisal and quality assurance.

Directs procedures for assuring confidentiality of personally identifiable educational records of exceptional students.

Coordinates the annual application for state and federal financial assistance.

Coordinates the development and implementation of interagency agreements for services for exceptional students as necessary.

Consults with leadership in the general supervision of all educational programs and services for exceptional students within the jurisdiction of the school system.

Disseminates federal, state and local standards regarding students with disabilities to school system personnel bound by such standards and provides for technical assistance as needed.

Develops and directs monitoring procedures in accordance with state and local requirements for students with disabilities.

Facilitates efforts to recruit, prepare, and retain qualified personnel through pre-service preparation and continuing education.

Ensures the proper receipt and disbursement of all state, federal and local funds administered by the Exceptional Student Services Department for the provision of services to exceptional students in conjunction.

Ensures facility and program accessibility and comparability for identified exceptional students in the school system.

Establishes a local advisory council and provides for participation of the advisory council in the development of the local plan for services to exceptional students.

Provides oversight for Child Search activities and governs Pupil Appraisal Services in conjunction with Team Managers.

Assures personal professional growth by planning and implementing a personal plan for professional development

Attends School Board and BESE meetings when agenda items affecting the department of Exceptional Student Services.

Collaborates with leadership to conduct periodic needs assessments with teachers of students with special needs, regular education teachers, administrators and parents with regard to special education services.

Essential Functions/Qualifications/Requirements:
Education and Experience:
Minimum of a Master's degree and possess, or be eligible for, professional or supervisory certification as required in the State of Louisiana. A minimum of five (5) years of successful experience as a classroom teacher with at least three (3) years in Exceptional Child Education. A minimum of three (3) years successful experience in Administration and/or Supervision of Exceptional Child Education. Mild/Moderate and Severe/Profound Generic Certification or two (2) areas of special education. Certification as a Parish or City School Supervisor/Director of Special Education.

Technological Abilities:
To perform this job successfully, an individual must be proficient in general use of a computer, the use of Email as a form of communication, and other job-specific equipment, software, and/or applications.
