The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is seeking a highly qualified candidate for the position of Manager IV. This position reports directly to the Director of the Office of Aging and Disability Resource Centers (OADRC). It involves senior-level program management to support Texas’s 28 Aging and Disability Resource Centers (ADRCs).
The OADRC Program Manager performs highly advanced (senior-level) managerial and consultative work overseeing the operations, policies, and strategic direction of the OADRC’s program, policy, and grants functions. This position manages a multidisciplinary team responsible for administering and supporting Texas’s 28 ADRCs. It ensures compliance with state and federal requirements, agency standards, and grant obligations.
Working under minimal supervision with extensive latitude for the use of initiative, discretion, and independent judgment, the OADRC Program Manager develops program strategies; interprets and implements complex statutes, rules, and policies; oversees large-scale programs and grants; and provides high-level guidance to internal leadership, external partners, legislators, and executive stakeholders. The position attends work on a regular and predictable schedule and may be eligible for telework in accordance with agency policy.

Experience with the Older Americans Act or No Wrong Door programs preferred.
