Reed Integration, Inc., an innovative small business offering technical, management, and training solutions, has a need for a Senior Cost/Budget Analyst. This position will be integrated with a government project team to provide analysis of indirect costs in support of annual PPBE processes for Air Force and Space Force programs.
RESPONSIBILITIES:
- Conduct systematic analysis of indirect costs for the Air Force and Space Force. Indirect cost categories include funds not directly associated with flying and maintaining the weapon system, such as base operating support, headquarters, combat support, service-wide support, education, and medical costs.
- Characterize indirect costs and identify sensitive areas affected by changes in force structure mix and base realignments.
- Analyze cost and manpower relationships with direct weapon system costs using government data sources.
- Deliver presentations to government stakeholders on indirect cost areas and associated PPBE processes.
- Document cost analyses, including data sources, normalization processes, methodologies, and assumptions.
- Collaborate with government leads to recommend and implement improvements to analytical processes and models.
- Assist cost analysts in understanding Air and Space Force support missions, organizational structures, and budgeting processes.
- Participate in weekly status meetings, quarterly reviews, and presentations of results to senior management.
- Clearly and concisely communicate (oral and written) findings, methodologies, assumptions, and results to project leaders, team members, and Reed senior management.
KNOWLEDGE, SKILLS, & ABILITIES:
- Expert knowledge of the PPBE process and government budgeting principles.
- Expert knowledge of DoD acquisition lifecycles and contracting requirements.
- Knowledge of Air and Space Force support missions, organizational structures, and budgeting processes.
- Expert knowledge of indirect costs for Air Force and Space Force programs.
- In-depth knowledge of probability and statistics in support of decision-making including regression and Monte Carlo analysis.
- Excellent communication and presentation skills.
REQUIREMENTS:
- 15+ years’ experience in cost analysis or budget analysis for Air and Space programs.
- Bachelor's degree in Economics, Finance, Mathematics, Statistics, or related field (Master's degree preferred).
- Proficiency in Microsoft Office software products, including Word, PowerPoint, Excel, and Access.
- Proficiency in data analysis tools and techniques, such as Excel, SQL, Python, or R.
- Knowledge of industry cost estimating tools such as ACEIT, Polaris, SEER, PRICE®, Argo, etc.
- Experience with cost, schedule and technical data collection/normalization and database/parametric cost model development for space systems preferred.
- Professional cost analysis certification required (CCEA®, AACE, DAWIA, etc.).
- Excellent interpersonal and communications skills.
- USAF and/or DoD Cost Estimating and Analysis experience preferred.
- Willingness to travel occasionally for meetings and site visits as required.
- Active Secret clearance preferred.
- US Citizenship required.
