Essential Functions:

Engaging with Customers

Responsible for building and maintaining a strong business-IT relationship with a key stakeholders and leaders to enable open communication and clear expectations regarding application development delivery.
Engage with customers to understand their needs and ensure prioritization and alignment to business strategic objectives.
Act as a point of escalation on active initiatives.

Planning

Prepares business cases working with business partners.
Collaborates heavily with Program Managers to initiate large projects, including resource planning, estimation, governance, approval, and kickoff.
Contribute to the approach for requirements elicitation and methods for requirements management and communication.
Ensures business opportunities and objectives are clearly articulated.
Performs feasibility analysis as required for projects.

Analysis, Design, Execution

Assists with process improvement and/or reengineering.
Performs requirements elicitation, using techniques per plan.
Documents requirements, establishes scope and objectives.
Prioritizes requirements working with business partners and creates conceptual prototypes and mock-ups.
Uses business process modeling, traceability and quality management techniques per methodology.
Performs requirements management and communication; apply best practices for effective communication and problem-solving.
Complies with Change Management practices

Leadership

Will take on assignments for large projects, and others as assigned.
Monitors the technical team solution to ensure requirements fulfillment and solution evaluation.
In conjunction with Program Manager and business partners, manages strategy, approach and needs of incoming projects within function.
Leads and coordinates activities associated with requirements management vehicles.
Provides coaching to other BAs assigned to projects to successfully accomplish objectives.

Measurement

Performs and documents quality assurance testing.
Facilitates and documents end user acceptance testing.
Accountable for Service Level Agreements.
Reviews and monitors the effectiveness of business analysis via outcomes and lessons learned
Provides status reports and health metrics to Program Manager on a regular basis.

Additional Responsibilities:

Performs related work as required or as delegated by supervisor.
After-Hours Work: This position requires availability to work after regular business hours (evenings, nights, weekends) as needed for implementing system changes, updates, and maintenance activities. These activities are crucial for minimizing disruption to business operations and ensuring system stability.
On-Call Duty: The employee will participate in a rotational on-call schedule to provide technical support outside of regular business hours, including evenings, nights, weekends, and holidays.
Response Requirements: While on-call, the employee must be available to respond promptly to urgent issues, critical situations, and system alerts. This requires the ability to be contacted within a specified timeframe and initiate problem resolution as quickly as possible.
Troubleshooting & Incident Response: On-call duties involve identifying, diagnosing, and resolving technical problems, including system failures, security incidents, and application bugs.
Compensation: Compensation for on-call hours and after-hours work will be provided in accordance with Civil Service requirements and company policies. This includes any applicable overtime pay for non-exempt employees.

QUALIFICATIONS: Training and Experience:

Bachelor's Degree, from an accredited college or university, with major course work in Information Technology,
Business, or related area and six years of related progressively responsible experience. Experience in design
and implementation of commercial software (Oracle EB8, SAP, Maximo, GIS, laboratory information
management (LIMS), water information management (WIMS), pretreatment information management, Prolog,
etc.).

Desirable Knowledge Skills and Abilities:

Business education
Experience with ITIL framework and IT product methodologies.
Familiarity with testing techniques and software
Business acumen coupled with technical aptitude
Experience working on technology and application development projects including developing technical requirements
Strong data analysis skills, experienced in SQL and Excel
Strong listening skills
Strong research skills with attention to detail
Experience developing functional and non-functional requirements
Excellent written and verbal communication, including technical writing skills; consultative approach
Ability to conduct cost/benefit analysis and business case development
Recognized within the organization as demonstrating expertise in business analysis methods and techniques
Experience working closely with team members during solution development and product launch
Experience developing use cases
Experience developing data and/or process flows
Must be able to work independently and proactively
Excellent organizational, analytical, and independent problem-solving skills
Demonstrated successful performance with giving presentations to both small and large audiences, and coordinating and completing multiple tasks within established and changing deadlines
Ability to contribute and collaborate effectively as a member of a highly-functioning and productive team
Demonstrated understanding of client relationship management, process mapping and improvement, project management, and production support
Proven ability to provide business analysis to meet customer expectations
Demonstrated understanding of business analyst tools and techniques; demonstrated proficiency using MS Office and Visio

SPECIAL REQUIREMENT:

Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non-safety
sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this
position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

Employees of MSD must have a meets expectations.
