Overview and Functional Purpose
The International Mail Support Analyst provides task-specific support for effective and efficient, day-to-day operation of international mail control and security at an International Service Center (ISC). Functional Scope
The International Mail Support Analyst supports Inspection Service international mail control and security related programs, including, but not limited to, import/export controls and interdictions of foreign lotteries, counterfeit US Postal Money Orders, and mail containing short paid/invalid postage.
Locations and Hours
USPS International Service Centers located at or near airports in New York (JFK), Chicago (ORD), Miami (MIA), and Los Angeles (LAX); additionally, the USPS National Distribution Center (NDC) located in Newark (JEC). Hours are based on needs of the Service.
Reports to: International Mail Security Specialist, EAS – 23, assigned to the specific International Service Center.
Skills and Ability Requirements
- Ability to communicate orally and in writing sufficient to express thoughts and ideas to a variety of people;
- Proficient computer skills including creating and managing spreadsheets and word processing documents, as well as working with shared files, utilizing multiple applications, and conducting research on the internet and commercial as well as public databases;
- Extensive experience performing appropriate analytical techniques and methods when conducting international mail control and security related activities;
- Demonstrated ability to work productively with minimal direct supervision; and maintain confidentiality of the work performed;
- Extensive experience supporting the preparation of a final work product.
Work Duties and Tasks
Include, but are not limited to:
- Conducts evaluations of Customs data to identify instances of non-compliance.
- Conducts triage of mail pieces for violations of export control, foreign lottery, and USPS revenue products, e.g. online postage, dangerous goods and money orders; and handles mail pieces through processes for hold out, return to sender and seizure.
- Renders items to Program Managers and/or Postal Inspectors assigned to Global Security for criminal investigation and/or seizure.
- Conduct research, such as data-mining Postal records to indentify fraudulent activity and/or instances of non-compliance; prepare reports documenting analytical results; disseminate research results to appropriate contact(s) in a timely manner.
- Complete assigned tasks to ensure adherence to required timeframes in support of criminal or civil investigation and export control issues, as appropriate; assist Global Security with developing intelligence for potential criminal investigations; prepare initial investigative research; compile basic background information to include, but not limited to, researching all pertinent records and other data.
- Responsible for documenting and reporting analytical results, creating reports that present clear and concise representations of the information analyzed; and disseminating data as required by the assigned task(s).
- Reports all instances of non-compliance in a timely, accurate and complete manner.
- Conducts accurate compliance assessments in an expeditious manner and moves cleared items to dispatch in a timely fashion.
Required Education and Work Experience
An Associates Degree (or equivalent college credit) from an accredited college or university and/or a minimum of five years of work experience demonstrating the ability to review financial information, conduct analysis, conduct research, communicate effectively orally and in writing. Individuals must be physically able to perform efficiently the duties of the position, which require arduous exertion involving prolonged standing, walking, bending and reaching, and may involve the handling of heavy containers of mail and parcels weighing up to 70 pounds.
Required Security Clearance
A Sensitive Security Clearance is required.
Pay: $29.00 - $33.00 per hour
Expected hours: No more than 29.0 per week
