We are seeking an experienced Software Development Project Manager to own end-to-end delivery of a custom web application for a regulated public-sector client. The platform is built on a .NET Core/C # backend, an Angular frontend, and an SQL Server database, deployed on AWS, with multiple external system integrations. You will lead a cross-functional team of in-house and subcontractor specialists, serve as the single point of contact for the client, and drive the program from initiation through design, development, testing, deployment, training, and stabilization.
Critically, this is a modern, AI-accelerated delivery environment: developers actively use AI and agentic coding tools as part of their workflow. The successful candidate must have direct, hands-on experience managing software teams that build with these tools — including establishing the governance, quality, and review controls that keep AI-assisted output secure, maintainable, and compliant. This is a hard requirement for the role.
Key Responsibilities
Delivery & Project Management
- Own end-to-end delivery accountability across the full lifecycle — initiation and planning, design, iterative development, testing and security hardening, deployment, training, and post-deployment stabilization.
- Develop and maintain the Project Management Plan (PMP), integrated schedule, milestone tracking, and resource allocation.
- Facilitate Agile delivery on two-week sprints — sprint planning, daily stand-ups, sprint reviews, and retrospectives — and own backlog grooming and prioritization in JIRA.
- Manage scope, schedule, budget, and quality within a firm-fixed-price construct; run disciplined change control and protect the delivery margin.
- Maintain and drive resolution of the risk, issue, dependency, and decision/discovery logs, escalating early and proposing options.
Client & Stakeholder Management
- Serve as the single point of contact for the client, providing rapid managerial and technical responses and maintaining a high level of client satisfaction.
- Deliver monthly status reports covering cost, schedule, and performance, and run regular steering / governance meetings and executive updates.
- Coordinate User Acceptance Testing (UAT), manage acceptance-criteria sign-off, and ensure SLA compliance.
- Plan and manage go-live cutover, coordinate role-based training rollout across multiple facilities, and lead the transition of operations to the client team.
Team & Vendor Management
- Lead a cross-functional delivery team spanning architecture, backend (.NET/C#), frontend (Angular), UI/UX, QA, and business analysis — across both in-house staff and subcontractor resources.
- Coordinate subcontractor delivery and key-personnel performance against the statement of work; manage onshore staffing constraints and resource ramp across project phases.
- Remove blockers, balance workload, and keep the team focused, transparent, and accountable.
Technical Delivery Oversight
- Govern AI-assisted development practices: define review gates, quality and security standards, and provenance/IP controls for AI-generated code, and calibrate velocity and estimates for an AI-accelerated team (see Hard Requirement above).
- Maintain delivery cadence aligned to CI/CD pipelines on an AWS-hosted platform; coordinate environment readiness (development, staging, production).
- Track integration workstreams with external systems (e.g., telephony/IVR, identity/SSO, translation, and reporting/BI services) and keep dependencies visible.
Compliance & Security
- Ensure delivery and documentation align with CJIS Security Policy and NIST 800-53 (Moderate baseline) controls.
- Drive Section 508 / ADA and WCAG 2.1 AA accessibility conformance through design, build, and validation.
- Coordinate security testing and remediation (SAST/DAST), audit-trail and data-retention requirements, and the security artifacts the client and program require.
Required Qualifications
- Bachelor’s degree in a relevant field, or equivalent professional experience.
- 7+ years managing software development projects, including full-lifecycle delivery of custom web applications.
- Angular and .NET delivery experience: proven track record managing projects built on a .NET Core / C# backend and an Angular front end with SQL Server (or directly comparable enterprise stacks).
- AI-assisted development leadership: hands-on experience managing teams that build using AI/agentic coding tools, including the governance and quality controls described above.
- Demonstrated Agile/Scrum delivery and proficiency with JIRA (or a comparable tool).
- Strong client-facing communication, with experience producing executive briefings and recurring (e.g., monthly) cost/schedule/performance status reporting.
- Experience managing cloud-hosted delivery (AWS preferred) on a CI/CD-driven cadence.
- Experience leading cross-functional teams that include subcontractors or third-party vendors.
- Ability to clear a fingerprint-based criminal background check (GBI/CJIS) and to meet drug-free workplace and E-Verify requirements.
Preferred Qualifications
- Regulated / cleared environment experience (strongly preferred): delivery within CJIS-governed, GBI-screened, NIST 800-53, top-secret or otherwise cleared defense, or law-enforcement / criminal-justice settings.
- PMP certification; Agile certification (CSM, SAFe, or equivalent) a plus.
- Public-sector or state-government contracting experience, including firm-fixed-price contracts and prime/subcontractor delivery models.
- Familiarity with Section 508 / ADA and WCAG 2.1 AA accessibility delivery.
- Experience coordinating system integrations such as telephony/IVR, identity/SSO, translation, reporting/BI, and mobile device management.
Pay: $100,000.00 - $150,000.00 per year
