Essential Duties and Responsibilities:
- Oversee and/or give guidance on the procurement process on a given project and lead Procurement Kick-Off Meetings
- Gain an understanding of Hanahan’s current purchase process and how to use best practices to make the process efficient and effective
- Assist in building the project procurement schedule and taking ownership to make sure the entire team stays on schedule to meet project deadlines
- Provide leadership and coordinate activities for all facets of the process from RFP/Quotes to tracking and expediting orders
- Participate in and/or lead fixed asset tracking
- Prepare RFP documents to include equipment specifications, contract language, service level agreements and warranty language
- Review and respond to vendor questions
- Analyze RFP's/Quotes to confirm necessary specifications are met or identify alternate vendors
- Disseminate helpful procurement to staff, such as state contract or purchasing coop updates
- Participate in and/or lead final pricing negotiations
- Manage or attend vendor bid presentations or coordination for vendor equipment trials
- Manage insurance coverage and all nsurance claims (does not include Workers Compensation)
- Develop and teach procurement policy to staff
- As needed, assist with or enter purchase requisitions/orders info into software
- Lead consistent PO review with staff
- Provide recommendations to achieve project objectives
- Control or assist the City Treasurer in reporting budgets or other issues to the internal project team
- Provide regular reports to the City Treasurer and City Administrator summarizing current project status with regard to purchases and costs
- Participate in planning, procurement, logistics meetings, and installation efforts as necessary
- Coordinate with the Facilities Manager to accomplish maintenance and project goals
- Provide project close-out documents at completion
- Submit use taxes to SC Dept of Revenue
Knowledge, Skills, and Abilities
Ideal candidate has a minimum of 3 years' experience in procurement, government experience preferred
Excellent verbal and written communication skills
Ability to multi-task
Strong analytical skills and ability to collect, organize and analyze data with strong attention to detail
Ability to work independently with minimal supervision and to manage multiple projects and deadlines
Experience with MS Office and data programs with proven proficiency in Excel
Ability to maintain confidentiality with accessible company information

Pay: $52,215.63 - $58,510.82 per year
