HPTech is seeking an accomplished Vice President, Transportation Research to provide executive leadership for the company's transportation research and engineering programs while driving strategic growth and expanding the firm's presence within the Federal transportation marketplace.
This senior leadership position is responsible for operational excellence, client relationship management, strategic planning, business development, capture management, and organizational growth. The successful candidate will lead multidisciplinary technical programs, cultivate long-term relationships with clients, identify emerging market opportunities, develop winning strategies for competitive procurements, and expand HPTech's portfolio of transportation research and engineering contracts.
The ideal candidate is an established transportation leader with a demonstrated record of successfully managing complex transportation research or engineering programs while growing business through exceptional client service, strategic partnerships, and successful contract capture.
Responsibilities
- Provide executive leadership for HPTech's transportation research, engineering, laboratory operations, and technology deployment programs.
- Direct the successful execution of multiple federal transportation contracts, ensuring exceptional technical quality, schedule performance, financial performance, and client satisfaction.
- Develop and implement strategic growth initiatives to expand HPTech's transportation research portfolio.
- Lead business development and capture activities from opportunity identification through proposal development, negotiations, contract award, and transition to program execution.
- Establish and maintain strong relationships with our clients and partners, including the Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), U.S. Department of Transportation (USDOT), State Departments of Transportation, transportation research organizations, universities, and industry partners.
- Identify emerging federal transportation priorities and translate them into strategic business opportunities.
- Develop teaming strategies, identify strategic partners, and negotiate partnership agreements for major competitive procurements.
- Lead proposal strategy development, including solution development, win themes, staffing strategies, pricing support, and proposal reviews.
- Provide executive oversight for program managers and technical staff to ensure successful project delivery and continuous client satisfaction.
- Recruit, mentor, and develop high-performing technical and management personnel.
- Represent HPTech at professional conferences, technical meetings, industry events, and client engagement events.
- Support corporate strategic planning, organizational development, and continuous improvement initiatives.
- Identify opportunities to expand existing contracts and develop new lines of business within transportation research, engineering, laboratory operations, safety, asset management, infrastructure performance, resilience, and emerging technologies.
Qualifications
- Master's degree or higher in civil engineering, transportation engineering, structural engineering, materials Engineering, systems engineering, industrial engineering, or a closely related field.
- Minimum of fifteen (15) years of progressively responsible leadership experience in transportation research, engineering, infrastructure management, or related technical fields.
- Demonstrated experience managing large, multidisciplinary transportation research or engineering programs involving federal or state agencies.
- Proven record of business development, capture management, and successful growth of federal or state transportation programs.
- Thorough understanding of federal procurement processes, contract management, and competitive proposal development.
- Demonstrated ability to establish trusted relationships with government clients and industry partners.
- Strong strategic planning, organizational leadership, financial management, and decision-making skills.
- Excellent written, verbal, presentation, and interpersonal communication skills.
- Demonstrated ability to lead multidisciplinary teams composed of engineers, scientists, researchers, and technical specialists.
- Ability to obtain and maintain any required government security or facility access credentials.
Preferred Experience
Candidates with one or more of the following backgrounds are particularly encouraged to apply:
- Executive leadership within a transportation-focused engineering or consulting firm serving federal transportation agencies.
- Senior leadership within the FHWA, FAA, and other modal administration of the USDOT such as Pipeline and Hazardous Materials Safety Administration (PHMSA), Federal Motor Carrier Safety Administration (FMCSA), and Great Lakes St. Lawrence Seaway Development Corporation (GLS).
- Senior leadership within a State DOT, including responsibility for transportation research, engineering, materials, structures, safety, operations, or infrastructure management.
- Leadership of a university transportation research center or nationally recognized transportation research organization.
- Experience directing nationally significant transportation research, laboratory operations, technology deployment, or innovation programs.
- Demonstrated success growing organizations through strategic planning, client relationship management, and competitive business development.
